Manager, Greenhouse Gases(GHGs) Monitoring, Reporting and Verification(MRV)

The position will be responsible leading the GHGs MRV program under Green Growth Planning and Implementation(GGP&I) division. Under the guidance of the Director, Head of Programs for Large Emerging Economies, this position will manage GGGI MRV team in GGGI HQ (Seoul, Korea) and support GGGI country offices as needed for carrying out the service offerings. The MRV program will have three phases- planning, implementation and operations- and will support building national capacities to ensure its sustainability.

This position will guide the MRV program in selected countries (with budget approval), through the three phases in close coordination with various parts of the organization, especially with the Thought Leadership. With GHGs mitigation, carbon market and/or policy background, s/he will provide substantive advice/ analysis of the project components, identifying opportunities and areas for improvement and will be the go-to person for all MRV related requests in the country programs.

PURPOSE

GGGI’s MRV program will be composed of three phases in accordance with what is required for MRV system to become fully operational: 1) Planning: the planning of MRV scheme; 2) Implementation (Development): the preparation of data system and the development of reporting template and module; and 3) Operation (Management): the management of MRV with Quality Control (QC) and/or Quality Assurance (QA).

 

  • Lead GGGI MRV program to establish and/or support MRV program in GGGI member countries
  • Work with GGGI country teams for implementing GGGI MRV program and provide strategic guidance for MRV coordination in selected countries
  • Lead MRV capacity building program to ensure the Transparency of the MRV system in those countries
  • Provide policy advice, scientific and technical expertise, and analytical guidance of the transparent MRV for establishing and operating the Transparent MRV system in GGGI MRV Countries

 

ENGAGEMENT

  • Be known as the key expert and focal point of the MRV program and be the coordinator on all related efforts including public and private sector stakeholder engagement.
  • Have in-depth technology knowledge (preferably with economics and/or policy background) of the specific area at international and/or national level.
  • Engage with a number of partners to develop the MRV system in countries
  • Participate and lead MRV policy dialogue for the Transparency of the Paris Agreement
  • Understanding of political sensitivities and institutional awareness
  • Work closely with government partners via GGGI country offices in implementing the above, recognizing the importance of government buy-in and ownership in the implementation of all activities under the integrated MRV program

 

DELIVERY

  • Develop GGGI MRV guideline with analysis on the Paris Agreement, IPCC, Sustainable Development Goals and other international guidelines
  • Support government’s MRV legislation process and/or institutional set-u and Verification(MRV) activities in countries
  • Assess the status and requirement of national, sub-national, and/or sectoral GHGs emission data(accounting), and emission measurement, Reporting
  • Recommend optimized MRV scheme and program for countries 
  • Support MRV capacity building program at global, regional and national-level
  • Organize relevant workshops and focal group discussions with key national/sub-national/sectoral stakeholders
  • Independently organize component(s)/workstream(s) delivery with tight deadlines and managing a small technical team (potentially consisting of staff members and consultants)
  • Oversee the planning of resources and timeframes relevant to the workstream and implement allocated budgets as per approved work plan 

REQUIREMENTS 

QUALIFICATIONS

  • Excellent knowledge of GHG baseline determination, GHG inventory, MRV system, carbon budget, etc.
  • Advanced degree (Master or Ph.D.) in a relevant field, such as Science, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any related qualification.
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills
  • At least 7 years of professional experience in technical activities related to green growth, climate change, GHGs emission accounting and analysis, MRV system, GHGs mitigation activities, and emission trading scheme (carbon market)
  • Project delivery experience, including managing the delivery of results on time and on budget
  • Work experience in developing countries with a highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization
  • Proven experience in establishing and maintain working relations with government officials. Demonstrate experience and success in the engagement of, and working with both the public and private sector is an advantage
  • Excellent written and spoken communications skill in English is required
