Officer, GHGs MRV Capacity Building

Under the guidance of the Lead Specialist of MRV, this position will be responsible for 1) develop and implement GGGI MRV Capacity building program, 2) support GGGI MRV guidelines and analysis, 3) support Countries, such as Ethiopia, Lao PDR and Peru, MRV capacity building program and 4) analysis on the MRV status of GGGI countries and international guideline related to GHGs MRV and the Transparency mechanism of the Paris Agreement. The position has technical experience in relevant subject matter and provides day to day technical support internally as well as to relevant government counterparts in-countries. The position carries out analytical work and a wide range of contributions in support of delivery of MRV program in three distinct stages: Planning, Implementation and Operation.

PURPOSE 

  • Develop and implement GGGI MRV Capacity Building and Knowledge Sharing Program
  • Stocktaking related international, regional and national best practice of GHGs data management and MRV scheme. This is to include such activities as GHGs emission analysis for policy making of MRV program
  • Prepare MRV capacity building(training) courses and workshop in cooperation with national and international experts
  • Conduct independent research into relevant topics regarding project implementation, including the analysis of MRV mechanism
  • Contribute to the project development and analysis work including module development and training program
  • Implement a specific part of a project under guidance of his/her manager
  • Provide technical and analytical input to support project output delivery, for example compiling research case studies and other illustrative materials
  • Support country level communications and outreach campaigns for the program 

ENGAGEMENT

  • Collaborate closely with national counterparts to build cooperative relationships and establish the organization as an effective partner.
  • Apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
  • Understand project methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program
  • Provide supports to monitoring and updating project compliance information

 

DELIVERY

  • Develop MRV training material and improving the knowledge of stakeholders in the selected countries to MRV of emission, the preparation of NDC report, and MRV planning and operation.
  • Organize MRV capacity building program through workshops, trainings, including hands-on training, seminars, bilateral contacts, etc.
  • Assess the MRV statues and progress of the selected countries
  • Understand the project cycle and is able to organize his/her analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle
  • Manage individual consultants and/or small consultancy projects
  • Assesse delivery issues and works with national counterparts to build common understanding and coordination on project activities
  • Prepare communications materials (media releases, website content etc.) to a high quality 

REQUIREMENTS 

QUALIFICATIONS

  • Master's or equivalent degree in relevant fields such as Environmental Policy, Environmental economics, etc.
  • Minimum five years’ experience with at least three years in GHGs mitigations, accounting and reporting. Some working experience in developing countries is highly desirable
  • Specific experience with design and implementation of capacity building program aimed at enhancing a country capacity to measure(monitor) and report GHGs emission
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills
  • Experience in quantitative analysis of issues related to GHG emissions, green growth, etc.
  • Experience in undertaking technical research and analysis and drafting evidence is highly desired
  • Fluency in written and spoken English
