The Pacific Community (SPC) invites applications for the position of Country Coordination, Monitoring and Evaluation Adviser – Ridge to Reef (CCMEA – R2R) located at its regional office in Suva, Fiji.

 

Description

The Pacific Community is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Geoscience Division – The division has three technical work programmes: Geoscience for Development, Water and Sanitation, and Disaster Reduction. Its services to SPC’s members include assessments of the potential of ocean and onshore mineral resources, maritime boundary data collection, coastal protection and management, geo-hazard assessment, and technical advice and assistance in the areas of water, waste-water, sanitation, disaster risk management, mapping and surveying (including GIS and remote sensing) and natural resources economics.

Ridge to Reef SPC's Ridge to Reef (R2R) programme is implementing the International Waters (IW) project, funded by the Global Environment Fund (GEF), to test the mainstreaming of ridge-to-reef climate-resilient approaches to integrated land, water, forest and coastal management in Pacific Island countries through strategic planning, capacity building and piloted local actions to sustain livelihoods and preserve ecosystem services.

 

The role - The CCMEA R2R will provide advocacy for closer national, sub-regional and regional cooperation and the sharing of lessons learned and knowledge gained to assist in national adoption of R2R strategies and policies in line with the Global Environment Facility (GEF) Council-approved Regional R2R Programme Framework. The Adviser is also responsible for creating an enabling environment for in-country level cross-sectoral coordination, and will lead, guide and coordinate national monitoring and evaluation (M&E) planning, baselining and reporting processes to integrate these with national sustainable development indicators and the global Sustainable Development Goals where appropriate.  The key responsibilities of the role include:

Lead, guide and coordinate the development of regional and national ridge-to-reef indicators for reporting, monitoring, adaptive management and knowledge management at national and regional levels

  • Develop a regional framework of process, stress reduction and environmental/socioeconomic indicators to monitor effectiveness of integrated land, water and coastal management in Pacific Small Island Developing States (PacSIDS).
  • In collaboration with national counterparts, develop national indicators to monitor and evaluate the results of GEF investments across its
  • biodiversity, land degradation, climate change adaptation, sustainable forest management and international waters focal areas in island-based R2R approaches to integrated, land, water and coastal management.
  • Ensure that appropriate systems are in place to monitor progress against project activities and outputs on a quarterly basis, including the mapping of progress to enable a cumulative annual report of progress.

 

Coordination of M&E and annual planning and reporting processes across projects

  • Work closely with national and regional management units for integrating the GEF focal area tracking tool requirements within the monitoring and evaluation of national and regional projects of the R2R programme. Within the Regional Project Coordination Unit (RPCU), guide the development of a simplified and harmonised GEF tracking tool and prepare templates for monitoring and reporting.
  • Develop and coordinate monitoring, evaluation and learning systems to systematically and consistently monitor results and impacts across the projects.
  • Coordinate monitoring, evaluation and learning for: (a) supporting the country members during the planning and reporting period; and (b) synthesising data and conducting analyses of its quality, including feedback to data providers when required.

 

Lead the development of monitoring, evaluation and learning capacity, approaches, standards, methods and tools within the R2R programme

  • Work in collaboration with national R2R M&E specialists to improve monitoring, evaluation and learning synergies across all GEF focal areas, national sustainable development plans, global Sustainable Development Goals and national and regional project results frameworks.
  • Support the development of the M&E framework for ‘State of the Coasts’ Assessments.
  • Design, coordinate and/or provide M&E trainings for national counterparts.

 

Advise and support the RPCU in all matters relating to results management, monitoring and evaluation, reporting, learning, knowledge sharing and feedback systems, and establish processes and maintain systems

  • Support the coordination of monitoring, evaluation and learning during planning and reporting, and ensure that country and regional project work plans align with the results frameworks for the overarching R2R programme and its national and regional project elements.
  • Design and facilitate the implementation of studies, assessments and learning in coordination and cooperation with technical coordinators and programme staff across sectors.

Key selection criteria

Qualifications

Master’s degree or higher in natural resource management, natural sciences, environmental science, engineering or a related discipline

Technical expertise

At least 10 years of relevant and solid experience in monitoring, evaluation, reporting, and learning, preferably in natural resource programmes. Proven record of accomplishment in analysis, monitoring systems, and information technology for data and information management. Demonstrated experience in monitoring and evaluation, including planning/participating in evaluations. In depth understanding of the sustainable development issues in PacSIDS, including an understanding of sector policies and how they fit within broader sustainable development challenges at the national level. Proven ability to work with partners, and the ability to plan, coordinate and manage complex multi-country projects.

Essential skills

Demonstrated ability to research, analyse, synthesise and generate quality knowledge and learning products. Ability to work at a leadership and hands-on level to implement results-based management. Ability to write clear and effective assessment and project reports. Excellent communication, negotiation and advocacy skills. Knowledge of GEF M&E policies and programmes

Language skills

Excellent English language skills, with a working knowledge of French being an advantage

Interpersonal skills and cultural awareness

Good interpersonal skills. A team player, with the ability to network and work effectively in a multicultural setting. Cultural sensitivity, and a demonstrated understanding of developing country environments. Knowledge of Pacific Island countries and territories is an advantage.

 

Salary, terms and conditions

Contract Duration – Three years

Required start date – This position is immediately available.

Remuneration – The Adviser is a Band 12 position in SPC’s 2017 salary scale, with a starting salary range of 3,326-4,158 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,711–12,141 (USD 4,623–5,780; EUR 4,205–5,258). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Languages – SPC’s working languages are English and French.
