Under the overall guidance of the IOM Chief of Mission, direct technical supervision of the Mission’s Resources Management Officer based in Manila, Philippines, direct administrative supervision of the Head of Sub-Office and in close coordination with the OPAPP Senior Programme Manager based in Cotabato, Philippines, the successful candidate will be responsible and accountable for ensuring the highest efficiency in strengthening internal controls and compliance with financial regulations and rules through effective financial resources management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management of the Sub-Office in Cotabato, including but not limited to the OPAPP Program being implemented in the Autonomous Region in Muslim Mindanao (ARMM), Philippines.

Core Functions / Responsibilities:

1. Setup compliance review checklists for the Sub-Office operations related to the OPAPP Project, including the corresponding signature matrix for various project transactions and documentations, as required by the donor agreement and IOM rules, regulations and policies, implementation of organizational operational strategies, and monitoring of results. Page 1 / 42. Strengthen internal controls by documenting and streamlining approval processes including the control of accounts, cash management and large procurements.

Undertaking financial analysis and oversight for all resources managed by the Sub-Office and provision of high-quality professional advice to the Senior Management of the mission. 10. In coordination with the OPAPP Project Resource Management Officer (Project RMO), analyze and interpret financial policies of IOM and donor to propose solutions to a wide spectrum of financial concerns.

11. In coordination with the SPM, HoO, Project RMO as well as Mission’s RMO strengthen the internal controls by documenting and streamlining approval processes including inter alia control of accounts and payment management.

12. Facilitate and support knowledge building and sharing in compliance and grants management, with a particular focus on capacity building and monitoring of local NGO’s and Community based organizations.

13. Work closely with the Project Management Team, including Project RMO to conduct financial analysis and oversight of all project resources and advise the SPM accordingly. 14. Track disbursements and produce reports on any unusual transactions for further instruction and investigation.

15. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Management, Business Administration, Commerce, Finance or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Page 2 / 4Experience

• Experience in grants management and donor compliance within an international public sector; • Experience in IOM field operations in post-conflict or peacebuilding settings, preferred; • Ability to prepare clear and concise reports, supervise staff and coordinate multiple tasks in utmost confidentiality;

• Familiarity with political analysis and programming in complex crisis settings; • Good oral and written communication and analytical skills;

• Knowledge of human resource management in international contexts, an advantage; • SAP or PRISM training, an advantage.

Languages

Fluency in English is required. Working knowledge of any ARMM language is an advantage. Desirable Competencies:
