UNICEF South Sudan seeks an Information Management Officer NO-B to manage the collection, analysis and sharing of strategic and operational information that is important for the humanitarian response.

In the 2010 update of the Core Commitments for Children (CCCs) is the explicit commitment that appropriate and experienced staff and personnel with relevant deployment training are provided and rapidly deployed, that focus on action in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.

On the 15th of December 2013 fighting broke out among SPLA forces which led to over 1,000,000 people estimated to have been displaced although actual number is anticipated to be much higher given the scale and intensity of the fighting. A Level three emergency (the highest level) was declared in March 2014. The UNICEF South Sudan and the humanitarian community have responded with a wide array of interventions supporting emergency health, nutrition, protection, distribution of nonfood items and education. However, due to continued conflict, the ability of humanitarian agencies to deliver food aid, provide basic health and other lifesaving services and assess affected communities has been severely affected.

Purpose of the Position

The purpose of this post is to manage the collection, analysis and sharing of strategic and operational information that is important for the humanitarian response and Clusters to make informed (evidence based) decisions. The IM Officer compiles inventories of needs and response that lead to a situational analysis of program gaps. The IM Officer facilitates inter-cluster coordination and reduces duplication through information sharing.

Key Expected Results

 1. Informed planning and strategy development of the cluster. The Information Management Officer is responsible for the provision of information which will support the development of humanitrian response plans, objectives, indicators and activities.
2. Informed strategic decision-making of UNICEF humanitarian response managers, UNICEF led clusters and Senior Management for the humanitarian response.
The Information Management Officer is responsible for the provision of evidence based strategic and operational information which helps prioritize activities, geographic areas and beneficiaries.
3. Humanitarian response gaps in the country identified through relevant and up-to-date tools:
review of secondary data, assessments of the situation of education, Sitreps, identification of spatial and temporal needs and response, dashboards, graphs, maps.
4. Partners’ performance monitored
through up-to-date and realistic reporting of activities (5W), monitoring of partners’ targets, achievements and gaps.

Key Accountabilities and Duties & Tasks

 1. Secretariat duties related to information management
• Prepare cluster meetings minutes;
• Maintain an updated contact list of partners, donors, and other parties interested in UNICEF humanitarian response;
• Share information by maintaining the Field Operations page on the UNICEF South Sudan website and by using other web-based resources, e-mail, written reports, and verbal feedback at cluster meetings.

2. Information System Management
• Identify indicators for needs, response and sources of information;
• Collect 5W information, prepare monthly analysis of humanitarian response through dashboards and maps;
• Analyze gaps through 5W and support needs assessments;
• Draft and provide information for SitReps;
• Support to develop an archive for surveys, programme data and information from partners and Government;
• On an ad-hoc basis produce summaries, analyses and briefings based on humanitarian response information in the country.

Qualifications of Successful Candidate

University degree in Statistics, or Information Management/Information Systems. Formal training in cluster information management an advantage.

Minimum of 2 years of responsible professional work experience in information management, statistics, and database development required, including information management.

Fluency in English and another UN language. Fluency in the national language of the duty station an an asset.
