The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

  1. Role and responsibilities

     

    The Human Resources Coordinator is responsible for planning, implementing the operational HR activities for NRC Lebanon in terms of compensation and benefits, personnel management, labour and social security laws in line with NRC’s strategy and standards.

     

    Generic responsibilities:

    1. Implement NRC’s HR systems and procedures at country level
    2. Ensure adherence to NRC policies and the national labor law in all processes and procedures
    3. Supervise, train, and develop HR team at country level
    4. Coordinate with relevant partners, authorities, lawyers, etc.
    5. Prepare and submit periodic and monthly reports as appropriate and needed
    6. Support line managers in HR processes  
    7. Ensure that staff records in all offices in the area are up-to-date and filed appropriately
    8. Supervise and follow up on HR staff in Beirut and provide technical support to the field HR focal points
    9. Ensure standardization and compliance of HR processes among all offices

       

      Specific responsibilities

  • Follow up on NSSF registrations/reporting to ensure they are done in a timely manner and are in compliance with the applicable national laws and NRC policies and procedures
  • Follow up on insurance enrolment and agreements for staff and beneficiaries and ensure that they are done as per signed agreements and NRC policies and procedures
  • Prepare the monthly payroll for all national staff and ensure accurate calculation of allowances, deductions, and benefit schemes as per the set Terms of Employment; and conduct proper analysis adding any recommendations for adjustments or improvements
  • Follow up on all related personnel management, staff database, access control, attendance, leave balances, and documentation to ensure compliance of filing using hard copy personnel files and e-filing
  • Carry out and follow up on the implementation of the exit procedure for all national and international staff including clearance, discharge process, final settlement, etc.; and follow up on the exit interview completion with the HR Coordination – ER and Staff Care
  • Liaise with NRC Lawyers on all related legal matters with relevance to the set national Labour and Social Security Laws
  • Conduct regular field visits to support and guide field HR staff and Line Managers on all related operational HR matters, while ensuring proper and timely channelling of concerns and recommendations for improvement

     

    Critical interfaces

  • Work closely with the Finance Department on payroll, salaries, and allowances
  • Liaise with NRC lawyers and local authorities to ensure compliance with the applicable national laws
  • Working closely with Line Managers and HR in the field for support and standardization

     

    1. Competencies

1. Professional competencies:  

  • Bachelor’s degree in Business or related field.
  • 3-5 years of experience from working as a HR in a humanitarian/recovery context
  • Fluency in English, both written and verbal
  • Proficient in Microsoft Office applications
  • Previous Knowledge in National Social Security and Labor Laws
  • Previous experience in payroll calculations and administration
