Background

Over the past years UNICEF has been developing a robust nutrition agenda focused on policy engagement with the Government, preventive and recuperative nutrition services, and monitoring and evaluation. There have been clear markers of increased nutrition governance on behalf of the Government through the development and endorsement of a National Nutrition Policy and National Nutrition Strategic Plan 2016-2020, joining the Scaling up Nutrition (SUN) Movement, revising the protocol for the integrated management of acute malnutrition, and advocating for the adoption of the Code of Breastmilk Substitutes and enforcement of law on salt iodisation.

Under the Rolling Work plan 2016-2017, UNICEF Guinea Bissau has partner with the Ministry of Public Health to develop a package of interventions aiming at improving nutrition governance, multi-sectoral programming, and rigorous monitoring and evaluation, with an emphasis on maternal nutrition and care, equity, and gender sensitive programming. The following interventions are planned to be conducted in the last semester of the rolling work plan and require the engagement of a national consultant to be able to support the Ministry of Health in the:

 •    Set up of the Baby Friendly Hospital Initiative in country, for the promotion of optimal breastfeeding practices including early initiation of breastfeeding, exclusive breastfeeding for the first 6 months of a child’s life, and continued breastfeeding until a child reaches 2 years of age. 

•    Support conduction of bi-annual vitamin A and deworming campaigns for children under-five to reduce morbidity and mortality associated with nutritional deficiencies.

•    Conduction of bi-annual school deworming activities in the 46 Child Friendly Schools supported by UNICEF. 

•    Promote effective integration between the Integrated Management of Acute Malnutrition and HIV programmes, linking with the Care for Child Development package

•    Conduction of SMART survey to inform the current nutrition status of women and children nationwide.

•    Support the Government in the preparatory activities conducing at the realisation of the Nutrition Regional Forum to be hosted by Guinea Bissau in October 2017.

The consultant will provide technical assistance and support UNICEF partners in the implementation of the above mentioned activities under the 2016-17 Rolling Work plan from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative tasks to facilitate programme development, implementation and monitoring, evaluation and reporting of results.

Assignment Tasks

ACTIVITIES AND TASKS:

  •  Conduct joint field visits to the 5 regions piloting integrated services in nutrition, HIV and Early, Childhood Development and draft reports on main results achieved according to the programmatic visits template;
  • Assist the nutrition national service and the national consultant in BFHI to identify, train and supervise the recently created national committee for BFHI and ensure liaison with Cape Verde in the context of the ongoing South-South collaboration;
  • Support the planning and conduction of training at the selected health centers and hospitals for piloting BFHI;
  • Support nutrition national service in the preparation and conduction of the nutrition regional forum in October 2017.
  • Participate in technical discussions for planning and budgeting of the second round of the vitamin A and deworming campaign and ensure technical assistance and supervision during implementation of the campaign;
  • Provide technical assistance to the nutrition national service in the planning, organisation, implementation and supervision of the SMART survey nationwide in November 2017.
  • Provide assistance to both nutrition national service and Ministry of Education in the planning, conduction and monitoring of the second round of school deworming in the 46 Child Friendly Schools supported by UNICEF;

Qualifications of Successful Candidate

Education

The selected consultant will have to possess:

  • A University Degree or higher in nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/ nutrition research, policy and/or management, health sciences, nutritional epidemiology or other health related science field is required.

Years of relevant experience

  • A minimum of 2 years of professional experience in nutrition, public health, nutrition planning and management and/ or in relevant areas of maternal, infant and child health/ nutrition care at the international level and/ or in a developing country is required;
  • Experience in health/ nutrition programme/ project development in UN system agency or organization is an asset.
  • Fluency in English or French and Portuguese is required.
  • Fluent Portuguese and creole is essential. Knowledge of other local native languages is an asset.

Working Conditions

Duration of the contract is 6 months with full-time engagement, five days per week.  The national consultant will be based in UNICEF and will work under close collaboration with the National Nutrition Service of the Ministry of Public Health. He/ she will be recruited under the SSA fees and remuneration scale of UN system for national consultants in Guinea Bissau.

As a general principle, the fees payable to a consultant shall follow the best value for money principle. Therefore the consultants are required to indicate their national fees for services to be provided. In case the offered fees are higher than the remuneration scale of UN national consultants in Guinea Bissau, the UN scale rates will be applied.
