U-Report Project Manager (Consultancy) - P3 International

UNICEF Haiti intends to officially launch the U-Report program in 2017. U-Report uses mobile technology through SMS to provide a forum of opinion and information sharing for youth and children in Haiti. Each member will have a profile consisting of various data fields such as age, district, village, gender, occupation and youth group membership. Using a crowd-sourcing approach to initiate a SMS dialogue with the members (‘U-Reporters’) the ultimate aim of the program is to stimulate citizen-led, youth-led development and accountability of duty-bearers and service providers. The ambition is that following its inception the U-Report program will eventually evolved into a powerful tool with implications for both improved service delivery and increased youth engagement in the political process. The members are engaged via SMS polls to solicit opinions and information on development issues that are important to Haitian youth and children, such as; violence against children/women, exploitation, respect of children’s rights, including health, education, availability and quality of water; but also power abuse, inflation etc. Once the information is collected data shall be instantly analyzed and the resulting information utilized in bilateral advocacy, public advocacy across (social) media channels and as well to inform UNICEF programs. After the initially pilot phase the expected growth rate is 50-100 new members with an average of 50,000 poll and unsolicited messages per week.

PURPOSE

 

Under the supervision of the Chief of communication and the adolescent focal point, and technical support from the section chiefs of Child Protection and Health, and the C4D specialist, the Project Manager, U-Report will be responsible for overseeing the implementation and activation of all U-report initiatives and the overall strategy.

The responsibilities of the Project Manager, U-report will include;

·         In collaboration with the C4D specialist, the adolescent focal point and all sections prepare a campaign plan, including set-up, outreach and monitoring.

 

·         Direct the production of radio campaign to provide feedback to U-reporters with support from the communications team and the C4D specialist.

 

·         Work with UNICEF sections to define thematic areas and send out SMS polls from U-Report and provide reports based on poll results that the sections will use to help monitor their programs.

 

·         In collaboration with child protection section, C4D and the adolescent focal point, promote outreach and orientation of U-Reporters.

 

·         Support governmental counterparts where needed in building a SMS U-Report communications strategy to engage young people into a dialogue over the barriers to accessing social services.

 

·         Ensure regular interaction with partner telecommunication companies concerning SMS and communication outreach.

 

·         Meet with Members of Parliament, Government Ministries and Local Government officials in order to use U-Report data to addressing quality, supply and accountability issues.

 

·         Edit the reports written by data analysts for presentation to UNICEF management, partners, and individual Members of Parliament if they submit report requests via the U-report program.

 

·         Manage the U-Report media budget for 2017-18.

 

·         Plan and coordinate solutions for cloud hosting.

 

·         Oversee the design of the U-report website for Haiti in coordination with UNICEF’s Global Innovation Centre

 

·         Collaborate closely with all sections, the C4D specialist and the IT officer. This will entail continued information sharing, and overall responsibility for support to U-report based goals.

 

·         Oversee the implementation of an SMS communications plan for emergency response (Cholera..) in coordination with UNICEF Haiti Emergency and Communication teams. 

 

·         Coordination with Global U-Report team at Global Innovation Center, on U-Report goals and objectives, coordinated actions and technical management of platform.

 

 OBJECTIVE AND TARGETS

  • # of new U-Reporters registered (by Civil society partners).
  • # of Parliamentary, Ministerial and media discussions on U-report findings.
  • # of citizen/community-led meetings on U-Report results with local authorities

Write and execute the strategy, in close cooperation with Global Innovations Center, covering what U-Report Haiti will have to do in order to practically function within RapidPro. Covering SMS and Twitter/WhatsApp.

 

Produce a detailed plan for the set-up of U-Report Haiti and the use of RapidPro system, including important milestones, timelines, responsible persons and stakeholders, partner trainings and all things related.

Month 1

Produce and execute a communication and outreach plan with measurable KPI, starting from  month 2

3-5 page report on the outcomes of the media/recruitment activities with monthly updates.

Month 2

In cooperation with the M&E section, map, identify and establish SoPs for the work with the U-Report dashboards providing an overview of current dashboards, guidelines for best practice and FAQs

 

2-3 page report on the progress and major results of the U-Report dashboards being operated and owned by partners including outcomes and recommendations.

Month 3

Together with the gender focal point and the gender unit at NYHQ, develop and execute a plan to balance the gender inequity recruiting underrepresented target groups.

 

2-3 page report on the progress of planning and implementing a plan to increase the number of youth with a focus on young girls and women in hard to reach areas on the U-Report platform to tackle the equity imbalance.

Month 4

Together with Programs, Communication and Social policy sections produce a plan to ensure that U-report is represented in and supports the informational communication activities with the newly elected Government.

 

2-3 page plan for U-report’s inclusion and support to the communication activities strengthening and ensuring a fruitful collaboration with the new Government.

  2. QUALIFICATIONS REQUIRED (INCLUDING SPECIALIZED KNOWLEDGE)

     

  • An advanced degree (Master) in Communication sciences, or a related field. A combination of a Bachelor and relevant practical experience (8 years) may be substituted for the particular fields mentioned.

     

  • PROFESSIONAL EXPERIENCES REQUIRED

     

  • 5-8 years’ experience leading advertising campaign strategy, media planning and implementation or similar projects with heavy communication focus.

     

  • Experience of project management in digital specific programs with a successful track record.

     

  • Experience in supporting and coordinating project activities across a large organization and with other international organizations.

     

  • Good understanding of development issues, world affairs and current events

     

  • A good understanding of UNICEF programmes and policy, including knowledge of communication, technology, youth participation and partnership goals would be desirable

     

  • Proven ability and experience working directly with community-level partners.

     

  • Proven skills in negotiation, networking, strategic thinking, and advocacy

     

  • Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills.

     

  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences

     

  • Ability to travel and work in remote and sometimes insecure locations

     

  • Fluency in written and verbal French and English is a must; Creole is a significant plus.

     

  • Residence and work experience in Haiti, current or past, is advantageous.

 

WORKSPACE

 

Consultant will receive an office workspace.

Consultant will be expected to provide their own laptop and phone, but will also be eligible for reimbursement of work-related phone calls.

Consultancy is planned and budgeted at the P3 / NOC level.

Consultant is responsible for his/her own health insurance

 

Monthly payment, approved upon review of monthly deliverable report by supervisor. The content of each monthly deliverable has been described above, but can be clarified together with the Chief of Communication and concerned programs. 

One (1) signed hardcopy of each report shall be submitted to the Chief of Communication for certification and invoicing purposes.  One (1) electronic copy of the final monthly deliverable shall also be submitted by email to the Chief of Communication for archiving purposes.

 OFFICIAL TRAVEL INVOLVED (if any)

Consultant will receive standard DSA for all in- and out- of country travel required by UNICEF to completely work duties.

Consultant will be responsible for his own transportation
