Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Law & Policy Adviser is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization which provides assistance and protection to people affected by displacement due to conflict. NRC works in 28 countries with approximately 9,000 staff and specializes in five core competencies: shelter, information counseling and legal assistance, education, food security, and water, hygiene and sanitation.

NRC- African Union Liaison Office (AULO) established in 2013- has a cooperation agreement signed with the African Union on issues related to displacement, protection, humanitarian response and disaster risk reduction. Located within the Partnerships and Policy department, the Pan African liaison office is to lead, manage, and facilitate relations between the NRC and the AU Commission (AUC), African Union (AU) member states, and the Regional Economic Communities (RECs).

The DEVCO project entitled: “Consolidating Civil Society’s Role in the Transition from African Human Rights Standards to Practice” seeks to increase participation of African citizens in the development of African human rights policy positions and standard setting. The key stakeholders in this action are civil society organizations (CSOs), including women’s groups, youth and human rights defenders (HRDs), trade unions, justice sector actors, media practitioners and African Union (AU) institutions and mechanisms especially Special Rapporteurs and Working Groups members of the African Commission on Human and Peoples’ Rights. NRC will work to strengthen national and regional responses to displaced persons and other vulnerable populations.

The Law and Policy Adviser’s responsibilities are multi-fold. He/she will be the focal point within NRC-AULO relating to the project and be responsible for delivering the four key outputs expected from NRC as part of the Consortium formed to deliver on the overall objectives of the project (as described above).

Job description

• Lead in the delivery of the key outputs from the project with the Consortium members and the African Commission on Human and Peoples’ Rights (ACHPR);
• Provide the legal analysis and write-up in support of shadow reporting and coordination with relevant national level office/organization;
• Lead in the design and preparation of trainings, country assessment missions, and the management of a consultant and related activities;
• Undertake policy analysis aimed at strengthening NRC’s understanding of, and ability to influence the relevant AU Human Rights Mechanisms;
• Contribute to the production of advocacy products e.g. reports and briefing papers, talking points, position papers , background papers, and policy guidelines;
• Organize and manage events and/or visit in Addis Ababa to support the project’s advocacy objectives when relevant;
• Provide project level financial oversight and tracking of expenditure according to donor budgets and regulations;
• Together with NRC-AULO team, support the visibility of the project at regional and global level.

Qualifications

• MA in Law(Human Rights, Humanitarian), Political Science
• At least 5 years relevant working experience doing high level human rights advocacy in regional- African Union and/or country office settings
• Specific work experience in engaging African Human Rights Organs and its Special Mechanisms, and direct work experience with the African Commission on Human and Peoples’ Rights (ACHPR) highly valued
• Track record in delivering human rights training, policy influencing, reporting and knowledge of AU/Regional institutions
• Significant understanding of complex emergencies and displacement situations, humanitarian assistance, emergency relief and related human rights issues in Africa;
• Experience in advocacy strategy drafting and implementation as well as policy development;
• Proven experience in leading research processes and publication production;
• Proven analytical, communication, interpersonal, representation, negotiation and diplomacy skills;
• Fluency in English (both written and verbal). Competence in French is highly desirable.
• Desirable:
• Experience in project management, including technical and financial tracking, project development, donor reporting and impact documentation;
• Previous experience working in Consortiums
• Previous experience with an EU/DEVCO project management reporting highly valued in addition to other donor policies
• Experience in the strategic use of media, including social media
