This request for expressions of interest follows the general procurement notice for this project that appeared in dg Market, issue no. 4577029 of November 10, 2009.

The forum for Agricultural Research in Africa (FARA) has received a grant from the Multi-Donor Trust Fund (MDTF) towards the cost of implementation of Forum for Agricultural Research in Africa (FARA) Third Medium Term Operational Plan (MTOP III) to be implemented over the period, 2014-2018.

 

FARA intends to apply part of the proceeds for the following consultancy services:

 

DEVELOPMENT OF AGRICULTURAL INNOVATION SYSTEM-POLICY PRACTICE INDEX (AIS-PPI).

 

In the framework of MTOP II, the role of Science, Technology and Innovation is clearly expressed to stimulate the needed transformation in the agriculture sector. The role of Science Technology and Innovation to transform agriculture on the African continent is well articulated in the CAADP framework and underpins the achievement of set objectives of other continental development frameworks and declarations. This is enshrined in the priority 1, (eradicating of hunger and achieving food security), of the Science, Technology and Innovation Strategy for Africa (STISA). The untapped potentials of agriculture on the continent can only be realized through the application of STI to achieve greater yields by utilizing available natural and human resources more efficiently to ensure food security, create employment and reduce poverty on the continent. Agricultural transformation on the continent is therefore necessary to achieve the Sustainable Development Goals and the Malabo targets. Consequently, the Science Agenda for Agricultural in African (S3A), an initiative led by FARA has been developed as African led and owned initiative that is being implemented as a framework to intensify the application of STI to facilitate the transformation of agriculture on the Africa continent. The S3A outlines the guiding principles to help Africa take charge of the science required to transform its agriculture. It refers to the science, technology, extension, innovations, policy and social learning Africa needs to apply to meet its evolving agricultural development goals. It also presents a suite of high-level actions/options for increasing and deepening the contributions of science within existing Agricultural Innovation Systems (AIS) to the development of agriculture at all levels is Africa. Key to achieving these is creating a favorable policy environment for effective application of STI in the agricultural sector. An approach to create the needed environment is the development of Agricultural Innovation System-Policy Practice Index (AIS-PPI) as a tool to facilitate the development and implementation of policies in the agriculture and other related policies to transform agriculture on the continent. The AIS-PPI is an instrument to address policy formulation and implementation gaps by segregating existing country policies into thematic areas and dimensions for easy assessment and measurement in both qualitative and quantitative terms. This tool also aims at helping to identify institutional capacities within agricultural innovation system and their ability to effectively coordinate policy implementation process. It is thus an advocacy tool that stimulates policy formulation, promulgation, implementation, follow-up, review and continuous update of policies and their implementation among stakeholders. In the long run the country AIS-PPI would be consolidated into policy league among countries in the sub-regions and on the African continent to facilitate policy comparison and learning of best practices and implementation processes with a view to create favourable policy environment to accelerate agricultural transformation at country, regional and continental level.

 

A.     OBJECTIVES OF THE ASSIGNMENT

 

To develop Agricultural Innovation System-Policy Practice Index (AIS-PPI) to help create the enabling policy environment for effective application of STI to transform agriculture on the continent. This consultancy service is limited to the tier one S3A countries which include Ghana, Malawi, Rwanda, Senegal, Egypt and South Africa.

 

B.      Scope OF WORK

 

The consultant will perform the following tasks under this assignment:

  • Identify and document relevant country agricultural sector policies and investment plans
  • Identify country institutions and document intra-institutional arrangement for the implementation of agricultural sector policies
  • Identify national teams and contact persons to partake in the AIS-PPI development process and provide country data to support current and future policy assessments
  • Develop detailed and measurable policy practice index based on existing country agricultural policies together with country teams
  • Develop detailed programmed excel-based assessment tools and train country teams for country policy self-assessment.

C.      OUTPUTS OR DELIVERABLES

 

The consultant will prepare and submit the following reports to FARA:

  • Country specific reports on developed AIS-PPI, including self-assessment tools detailing country teams and sources of data for assessment by 31st August 2017
  • Synthesis report on the developed AIS-PPI for the tier one countries by 30th September 2017.

D.     DURATION OF THE ASSIGNMENT

The duration of the assignment shall be twenty -four (24) man days spread from the month of June to September 2017. 

 

E.      LOCATION OF THE ASSIGNMENT

 

The assignment will mostly be home-based but will require a minimum of 10 days on location at FARA Secretariat in Accra, Ghana and travels to the countries of the assignment (Ghana, Malawi, Rwanda, Senegal, Egypt and South Africa).

F.       PERFORMANCE CRITERIA

 

The Consultant is expected to undertake the services with the highest standards of professional and ethical considerations, competence and integrity. He/she is expected to deliver the outputs listed in Section B and C in a most effective and efficient manner within the assignment period stated in Section D of this document.

 

G.     REPORTING

 

The Consultant will report to the Executive Director of FARA through the Director of Research and Innovation and Research Associate during the entire period of the assignment and on regular basis. The consultant will meet with the Director of Research and Innovation and the Research Associate at least one week before the start of the assignment to be briefed on FARA’s expectations.

 

H.     FACILITIES TO BE PROVIDED BY FARA

 

FARA will provide the following information and facilities to the consultant:

  1. Air ticket for the consultant to participate in the S3A national consultative meetings to help facilitate the delivery of this assignment.
  2. Logistics/travel information
  3. Any other relevant information required for the assignment

I.        QUALIFICATION AND EXPERIENCE

 

The consultant must possess the following qualifications:

  1. an advanced university degree in agricultural economics, economics, Agricultural Policy, social science, development studies or statistics.
  2. He or She should be an Economist or Socio-economist with strong policy background and proven track record in policy design and analysis;
  3. at least eight (8) years post-qualification experience in agricultural sector policy development and analysis with experience on the African continent and the tier one countries
  4. experience in agricultural policy development process, analysis and management, performance assessment and appraisals
  5. Excellent analytical skills as demonstrated by reports or working papers.
  6. Have a fair knowledge of FARA activities and interventions
  7. Have skills in working-group facilitation, stakeholder consultative process and development planning process
  8. Fluency in French would be desired but not required
  9. Be available for carrying out the assignment.

 

FARA now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The consultant will be selected in accordance with the procedures set out in the World Bank’s Selection and Employment of Consultants by the World Bank Borrowers, January 2011.
