PURPOSE:

The Mukalla Chief of Field Office (CFO) is responsible for the planning, implementation, monitoring and evaluation of the assigned emergency and regular program in the area of responsibility.

 

MAIN DUTIES AND RESPONSIBILITIES:

1 . Policy, procedures and strategies

As a principle, decisions must be placed at the level nearest to implementation.

UNICEF YCO is putting in place an ambitious decentralization framework to ensure the delivery of effective, efficient, and quality services that are well adapted to the demands of the immediate operating environment and the specific needs of the people served. Genuine programme decentralization, and consequent decentralization of authority and flexibility in implementation and management, is a prerequisite to empower field offices.

Being in the forefront of programme delivery, the CFO and field office staff need to have sufficient authority to respond to day-to-day challenges and programmatic exigencies that confront them as they perform their tasks. Truly decentralizing programme management and personnel administration is a major step to achieve this. 

2. Programme development and management

Ensures the preparation of the situation analysis and its periodic and ongoing update for Mukalla as the Head of the Field office. Prepare required documentation for the emergency as required. Prepare sectoral input to Country Program Document (CPD) and all related documents, (eg Integrated Budget (IB), Country Program Action Plan (CPAP), annual reports), for assigned program/projects.

 

Develop Field Office Rolling Work Plan (RWP) in consultation with counterparts, partners and Programme Section in Sana’a.


Participates in the formulation and development of emergency programme goals, strategies and approaches for UNICEF interventions and for the longer term UNICEF plan of cooperation. Plans, implements and monitors assigned activities ensuring UNICEF maintains lead co-ordination role in Education, Nutrition, WASH and Child Protection sub-clusters.

Participate in the formulation and implementation of early recovery and development program goals, strategies and approaches for UNICEF interventions and for the longer term UNICEF cooperation as applies to Mukalla and areas covered by Mukalla field office. Supervises, monitors and assists the Program Specialists in WASH, Education, Child Protection Health & Nutrition, HIV and AIDs and Communication sections in Hadramut and Al Maharat governorates to develop and implement AWPs and ensure attainment of program goals and objective.

3. programme Monitoring

The CFO is responsible to make monthly PM&E plans including staff, TPM and spot checks - Serve as primary interlocutor for the third party monitoring partner (provide the monthly list and supportive documents for the monthly monitoring, discuss reports and adjust programs with the implementing partners)

Manage and monitor the PM&E activities (field visit, TPM and spot checks) and results on the ground – keep action tracker updated and follow-up on the recommendations in collaboration with the CP in area of responsibility

Follow the budgetary allocations, DCT, the use of inputs and ensure full utilization of allocations before expiry, including any balance in the Fund Commitments

4. Budget management

FOs fully responsible and accountable for the development, implementation and monitoring of RWP activities in area of responsibility. The CFO follow up with Sanaa to ensure timely funds and supply allocations for activities planned as per RWP and request additional funding/supplies when needed. The FO staff initiate and monitor payment requests to IPs based on the FACE/Hact agreed process/workflow.

5. Office Operations and secuirty

 Develop annual budget for operational/running cost of office and/or hub, Process payment in VISION as per ToA, Manage and propose the contracts of services Ensure operational coordination with UN agencies, Initiate mission and TA process

Ensure sufficient measures are undertaken for safety and security of the staff. MORSS and MOSS are compiled and other security advisories implementations are ensured. Staffs are provided opportunities of security related trainings. Prepare all program reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc.

6. Staff learning and development

Collaborates on the development of training activities to ensure effective performance in administrative services management.  Implements effective staff learning and development programme activities for capacity building.  Helps organize workshops for staff’s competency building, and staff learning and development. 

7. Partnership, coordination and collaboration

The CFO advocates for UNICEF’s mission, goals and strategies in Mukalla and maintain contact with northern governorates, local authorities and technical policy-makers in different line ministries.

The CFO Represents UNICEF at the Governorate levels at different forums, such as Humanitarian Coordination Team, Area Security Coordination, Inter-agency Coordination and other relevant meetings. In close liaison with local authorities and international humanitarian agencies coordinate the humanitarian response, ensure humanitarian access and promote protection of IDPs and host populations, especially children and women.

The CFO with the FO staff maintains initiate partnerships in the field. The Chief of Field Office is the focal point for the PCAs developed in the field and will ensure that the sections at central level are involved for their technical inputs[1]

8. Provide rapid and relevant assistance

Support to evolving supply needs and situations facing children and families, including emergency situations, with a priority on achieving value for money.

Support logistics/supply planning through coordination with Operations/Programme Sections.  Provides technical support in preparation of appropriate documents, and input on specifications and supply and logistics arrangements, facilitating cost-effective efficient procurement, clearance, storage and distribution of supplies and equipment to project sites, in support of the country programme implementation.

Assist in the Country Programme strategy planning review and humanitarian response plan to recommend on supply requirements and to provide support in the preparation of Plan of Operations and Plans of Action.. Assist in the implementation of supply/logistics component of the Country Programme, including systems for storage and distribution of supplies to all project sites.

MINIMUM QUALIFICATIONS:

Education:

  • Advanced university degree in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.
  • A first university degree with a relevant combination of academic qualifications and 7 years of experience may be accepted in lieu of advanced university degree.

Experience:

Five years of professional work experience at the national and international levels in social development, management, monitoring and evaluation – Experience in emergency operations and in supervising staff.

Language:

Proficiency in both written and spoken English and Arabic is required.
