Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Pakistan. Within an overall strategic framework of responding to emergencies, seeking solutions to protracted displacement; and tackling root causes, DRC-DDG Afghanistan’s current programming encompasses:  mine action, emergency response, protection, armed violence reduction, and livelihoods. With more than 500 full timenational and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif. DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan.    
 
 
 
About the role 
 
The Head of Human Resource is responsible for the strategic management of the human resources department in the country in close coordination and collaboration with the Regional HR Manager. 
The HoHR is responsible to provide technical advice on all human resources matters and provides technical guidance and advice to the HR teams countrywide. 
 
The position reports directly to the Country Director – DRC Afghanistan. 
The Head of HR will be based in Kabul with frequent travels to the Country field offices in Afghanistan. 
 
Duties and Responsibilities 
In this position, you will be responsible for the following;  
 
Responsibilities: 
 
  • Advise and support the Senior Management Team, managers and staff on human resources related matters. Keep abreast of developments in various areas of human resources, as well as changes in the labor legislation in the area of operation. 
  • In close collaboration with Area Managers and other Heads of departments manage and monitor the work of the Human Resources Units in carrying out all human resources functions, including planning, recruitment, orientation/induction processes, learning and development, performance management, maintenance of staffing databases, contract processes.  
  • Ensure timely response of the team to all requests on human resources-related matters and be responsible for setting the Human Resources country strategic plan/vision. 
  • Provide coaching, mentoring and training to the Human Resources staff members. Develop and maintain a network with HR departments of other INGOs in the country to share information. 
  • In close collaboration with the Regional HR Manager, ensure policies are timely updated and applied on regular basis.  
  • Support salary and entitlement reviews and surveys plus all other benefits as applicable in the country. Lead the implementation of a payroll system and the global HR system with close coordination with the Regional HR Manager. 
  • Have overall responsibility for the assessment, implementation and evaluation of the Performance Management System. Assist and advise in determining appropriate staff development plans and ensure delivery of training and developments and career support programs. 
  • Provide advice regarding HR planning. Participate in the preparation and development of a yearly HR plan and oversee its implementation; evaluate the outcomes of the plan and takes necessary actions, as required.
  •  HR administration – Develop and maintain databases/systems for keeping accurate and up-to-date records of all HR related information.  Oversee and coordinate with local HR staff that employee files, and systems for tracking contractual issues, holidays, benefits, performance appraisals and other HR administrative issues are maintained properly. 
  • Duty of care – ensure that all managers understand how to recognize signs of stress and have the means to support stressed out staff. Put in place a staff care plan. 
  • Responsible for the overall coordinate of on boarding process for both national and expat staff, make sure all new hired staff receive required orientation/induction on timely basis. 
  • Prepare quarterly HR reports for onward submission to the regional office.  
  • In close collaboration with the RHRM, ensure effective and efficient roll out of all new global HR initiatives and processes at the Country level. 
  • Perform any other duties as may be a signed from time to time. 
 
 
To be successful in this role you must have: 
  •   A minimum of a postgraduate degree in the field of strategic human resources management, business administration, social sciences or related discipline.
  • Proficiency in English is essential. 
  • Minimum 5 years relevant professional work experience; especially in management role. 
  • Proven work experience in HR management including recruitment and selection, learning and development, performance management, compensation and benefits. 
  • Excellent interpersonal skills with high level of flexibility in a challenging and fast moving multicultural environment. 
  • Experience in implementation of HR strategies and policies. 
  • Excellent organizational skills and ability to determine priorities and respect deadlines. 
  • Clear communication, presentation style, good interpersonal and diplomatic skills essential. 
 
We offer 
DRC-DDG will offer the successful applicant one year’s contract, renewable dependent on funding and performance. 
 
Salary and conditions will be in accordance with DRC Afghanistan terms of employment for national staff. This position is classified at level A1 as per DRC Afghanistan national salary scale.
