Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip.  Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Through our programme in Palestine, we protect and assist those affected by or threatened with displacement. NRC Palestine has offices in Jerusalem, Ramallah, Hebron and Gaza, where we provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education.  Nationally and globally, we advocate for the rights of displaced Palestinians. We work to reach Palestinians who are displaced or who face imminent threats of displacement. Together with local authorities and community-based organisations, we establish mechanisms monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

The role of the M&E Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Project Coordinator will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

The following is a brief description of the role. 

 

Generic responsibilities:

 Adherence to NRC policies, guidance and procedures

 Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.

 Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.

 Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.

 Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.

 Contribute to organisational learning through supporting specific analysis, lessons learned and reports

 Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.

 Supervise and mentor M&E support staff in executing M&E plans.

  Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs

  Ensure that M&E is present at every key stage of the PCM both in terms of actual support and tools

  Coordinate the process to establish Palestine programme level M&E systems, including   development of the CO M&E framework and building and training M&E unit and M&E   resourcing.

 Develop and/or participate in development of guidance and frameworks for CO  procedures, policies and processes that assist in institutionalizing and supporting M&E  in the country mission and/or NRC globally.

 Support and contribute to the development of a data management system through  documentation, implementation and coordination of standardizes information flow of  M&E activities and reporting.

Our Ideal Candidate:

We are looking for a university graduate in Project management or Monitoring & Evaluation, with a minimum of 5 years previous experience in the field.   Experience working in complex and volatile contexts, in particular in the Middle East.  Technical  expertise relevant to the role. Documented results related to the position’s responsibilities.  Fluency in English, both written and verbal.

We are particularly looking for a positive individual with strong communication & analytical skills, who can contribute to quality programming and navigate both internally and externally at different levels.
