The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Jordan 

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

NRC Jordan Education Strategy

The NRC Education Programme works with the Ministry of Education, UNICEF and other donors, school principals, teachers and other education projects to assist all Syrian and Jordanian children to access quality education options in camps and in host communities in Jordan, and to achieve quality educational outcomes in safe and protective environments. 

 

Generic responsibilities:

  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with Education strategies, tools, handbooks, guidelines and standards
  • Technical responsibility for the quality control and monitoring of Education project activities
  • Provide specific technical analysis and feedback to NRC representatives in appropriate forums
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Support the monitoring and documentation of the implementation of project activities done by consultants (plan of action activities, contracts, financial expenditures and project documentation)
  • Conduct quality control and provide technical support to implementing partners and/or consultants

 

Specific responsibilities:

 The Technical Officer will support Specialists with:

  • Programmatic quality assurance and monitoring, linked with NRC quality assurance processes and tools, generating reports identifying issues and possible solutions to enhance programmatic quality
  • Ensuring alignment of project activities and materials with overall Government of Jordan documents and Education policies, and NRC Programme policies and guidelines including: NRC Global policies; JO macro strategy and logframe; M&E plans; strategy for digital and online learning; etc.
  • Staying well-informed of national-level issues and policies affecting education in Jordan and ensure effective dissemination of this information to Specialists
  • Technical administration tasks, including coordination and follow up of key meetings, taking meeting minutes, drafting or preparation of technical documents, as required
  • Support research teams and activities in Jordan and MENA, as delegated
  • Providing data input to government reporting (JORISS ), as required
  • Maintaining a database and accurate copies of all NRC Education materials and tools
  • Assisting with the drafting of technical advocacy and communications materials
  • Weekly and monthly reports and other reporting, as required
  • Translation English-Arabic, written and verbal, as required
  • NRC representation at technical meetings, as delegated

 

Our Ideal Candidate:

We are looking for a university graduate, with a minimum of 3 years previous experience with quality assurance/control procedures, tools and monitoring, Experience working with programmatic strategies, logframes and M&E, Knowledge and experience working within Education in Jordan, has Strong drafting and reporting skills, in both Arabic and English, also he/she should have Excellent communication, administration and coordination skills, ability to provide translation as required, and has the ability to work independently.

Salary/benefits: 1347 JD Subject to social security 

Duty station: Amman
