About NRC in Afghanistan

NRC has been operating in Afghanistan since 2003, and we have offices in 9 provinces; Balkh, Faryab, Herat, Kabul, Kandahar, Khost, Kunduz, Nangarhar and Badghis. We work with Afghan returnees, refugees, internally displaced people (IDPs) and other communities affected by displacement. Through information counselling and legal assistance (ICLA); education; shelter; water, sanitation and hygiene (WASH); and emergency response programming we build resilience and reduce vulnerability in the affected areas. At the same time we actively promote humanitarian access to reach more people in need.

Our specialists work together to ensure that displaced people – as well as the local populations – receive the most impactful aid we can deliver. We are now looking for a junior officer to support and strengthen the integration of protection into Education in Emergency programmes through the development of good child protection practice - could this be the job for you?

About the position

The Protection technical officer will in particular support the child protection risk analysis regarding NRC Afghanistan’s Education in Emergency programming, as well as support the roll-out of integrated psycho-social support activities through application of NRC’s Better Learning Programme syllabi. These are the generic and specific responsibilites:

Generic responsibilities

1. Adherence to NRC policies, guidance and procedures
2. Provide support, advice and direction in technical aspects of protection, outlining how a more informed approach to protection may affect programme design and implementation.
3. Design protection training packages to NRC staff on mainstreaming protection into programmes, with a focus on prevention, and contributing to the improvement of the safety of conflict and disaster affected populations.
4. Assist the Head of Programme to mainstream protection analysis into all programme interventions.
5. In line with the Strategic Plan, assist country programmes to look at risk and vulnerability as part of the protection approach that all country programmes must follow.
6. Provide technical support on the design of protection elements to new and existing programmes.
7. Document and share good practice, lessons to be learned from the fields on protection work.
8. Represent NRC in different clusters, working groups, and attend the workshops or seminars on humanitarian protection and wider emergency-related issues as appropriate.

Specific responsibilities

1. Roll out NRC Better Learning Programme (1) in selected field offices in Afghanistan
2. Undertake Child Protection Risk Analyses/Assessments

Our ideal candidate have a bachelors degree and 2 years of international experience in an emergency setting, with the ability to think strategically and initiate change. We are looking for someone with good knowledge of the child protection field and also the context of Afghanistan to be a part of the team for four months.

Generic professional competencies for this position:

• 2 years’ international experience with an international NGO or UN agencies in an emergency or post-conflict setting
• Bachelors in relevant field for child protection and/or education in emergency
• Understanding protection concerns and related information management  
• Experience in developing and delivering capacity building packages
• Demonstrated ability to conduct protection assessment report
• High level English language proficiency (speaking, reading, writing)

Context related skills, knowledge and experience:

• Excel in writing protection report 

• Good communication and interpersonal skills

• Strong organisational and team working skills

• Good cultural awareness and sensitivity

• Highly approachable, trustworthy and confidential

• Advanced English Language level (Business English is a plus), as well as Dari/Pashto skills

• Knowledge of NGO operations and the dynamics of the humanitarian sector is a plus

• Proven presentation, training and facilitation skills

Salary/benefits: According to NRC's salary scale and terms and conditions

Duty station: Kabul, Afghanistan, with up to 50% travel in country

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
Approved health certificate will be requested before contract start.
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan.
