Officer, Ethiopia Country Program

Reporting directly to the Country Representative, The Program Officer is in charge of developing substantive inputs and analyses to the development, delivery, and assessment of work programs and activities at country level; organizing program activities across green growth planning, capacity building and country specific knowledge development for effective result deliveries under biannual/annual program plans;  maintaining effective program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols.

PURPOSE

  • Assess issues and opportunities within targeted sectors in Ethiopia’s Second Growth and Transformation Plan as detailed in the approved Country Planning Framework;
  • Formulate projects (and project proposals) within the context of the country programme;
  • Implements specific programmes or projects, including budget, project monitoring and evaluation
  • Apply institutional strategy (“GGGI Strategic Plan 2015-2020”) and country engagement strategy (“Country Planning Framework”) to the design and development of yearly program plans and activities for the alignment with GGGI core values and corporate priorities
  • Analyze dynamic contexts and evolving green growth needs & priorities of the country and integrate them into design and implementation of country program plans and activities
  • Develop result reporting of program activities internally and externally, as well as for donors
  • Builds support and understanding working closely with national counterparts for application of green growth in development planning;
  • Identify specific project initiatives where green growth can be most effectively illustrated;
  • Develop project models that align with national development priorities and can be promoted to the donor community.
  • Analyze the dynamic and evolving donor community context (both in-country and outside), needs and priorities and develop an integrate them into the country program plans and activities (including resource mobilization and proposal development) 

 

ENGAGEMENT

  • Advise the Country Representative with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment
  • Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations.
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach;

 

DELIVERY

  • Identifies project delivery issues and ensures effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
  • Organize program activities including policy consultation and validation meetings & workshops, capacity building programs based on yearly/ biannual work programs and budget plans
  • Develop project execution modality and documents across project management cycle of the country.
  • Perform data collection and analyses to build and maintain country specific knowledge base
  • Ensure effective program reporting both internally and externally
  • Ensure timely and effective program reporting to donors and Government of Ethiopia as required
  • Resource mobilization plan developed and implemented
  • Organize proposal development in consultation with key stakeholders both internally and externally
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.

 

REQUIREMENTS

 

QUALIFICATIONS

  • Education: An advanced university degree (Master's degree or equivalent) in Engineering, Economics, Climate Change/Sustainable Development, Public Administration, Management, International Development or any discipline related to the assignment. Relevant professional experience may be considered to supplement educational degree.
  • Work Experience: Minimum 5 years of professional experience in the above fields; experience in the sub-Saharan Africa and Ethiopia will be a plus
  • Applicants must have public policy or project management specialization and experience; direct experience in green growth/climate policy project in developing countries will be a strong advantage
  • Knowledge of global issues and initiatives in the area of climate change, green growth, sustainable development; green jobs are a plus
  • Understanding of financing mechanisms for projects and experience in market assessments and cost/benefit analysis, resource mobilization are a plus.
  • Highly proficient in written and spoken English; Amharic is a plus

  • Demonstrated experience in building, nurturing and sustaining multi stakeholder partnerships including national, sub-national and regional government;
  • Strategic thinking with a proven project delivery experience, i.e. managing the delivery of results on budget and time;
  • Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds;
  • Experience in data analysis, research, and application of quantitative/qualitative assessment
  • Experience in developing countries context, preferably on policy consultation and project development
  • Experience in fund raising and resource mobilization
