International Potato Center POSITION ANNOUNCEMENT

Senior HR & Administrative Officer The International Potato Center (CIP) is seeking a talented and motivated HR & Administrative Officer to join our growing regional office CIP- China Center for Asia Pacific.

The position: This role will have strong focus on both operational delivery and effective team management ensuring outstanding levels of service to our internal clients, and contributes to business and talent strategy, policy formulation and administrative office regulations. This position will be based in downtown Beijing, China and will report to the Head of People and Organization Development.

The Role:

HR (60%)

  • Develop strategic scenario on labor relationship management for CCCAP on staff labor contracts, personal filing, social benefits, Beijing work and resident permit.
  • Build efficient recruitment system to meet the ramping up of CCCAP new facility in Yanqing.
  • Advise and support senior managers on all aspects of employee relations (from Recruitment to Departure) and help them to interpret and apply HR policies and practices in day to day work.
  • Be accountable for the compliance of the National and International Health & Safety laws, regulations and standards.
  • Attend staff development needs and actively participate in supporting the expansion of the Talent Management program.
  • Coordinate the orientation programs for NRS/ IRS staff to contribute with the sharing of key organizational information that will help them make a smooth transition to their new role.
  • Oversee the administration of insurances, contracting and administrating services in consistency with the Center’s standards and policies.
  • Take lead in the work for legal stay for int’l staff & int’l interns to China.
  • Maintain staffing data up-to-date & prepare reports and provide recommendations to monitor significant trends (i.e. Inflation), emerging opportunities and challenges in the areas of responsibility.
  • Supervise staff in charge, contribute to their performance evaluations and development.

Administrative (40%)

  • Strength and maintain CCCAP administrative management policies, guidelines and manuals based on headquarters policy and national law and regulation. Stay on top of and effectively communicate with CIP Headquarters with all aspects of HR and administrative duties.
  • Prepare official documents and keep good filing of all incoming and outgoing documents.
  • Coordinate the lease of the office: contract signing, extension, and renovation on new office places for downtown CCCAP
  • Maintain good relationship with business/research partners in and out of China.
  • Organize events and international conferences.
  • Oversee communication work and give constructive advice.
  • Oversee country legal and statutory compliance of CIP-China Liaison office and CIP-China Center for Asia Pacific

Selection Criteria:

The ideal candidate will have most if not all of the following skills, knowledge, experience and personal characteristics:

  • Bachelor’s degree in Business Administration, Psychology. Master/ Specialization in Human Resources is an asset.
  • At least 6 years of experience in HR Functions, such as recruitment, C&B, training, organization development, performance appraisal.
  • Deep perspective on labor law and labor contract law.
  • At least 3 to 5 years in administrative experiences for office operations.
  • Experience working with a remote employee base.
  • Familiar with local labor law and regulations.
  • Proficient on Microsoft Software (Excel, Word, Power Point).
  • Excellent verbal and written communication skills in Chinese and English.
