Under the direct supervision of the Senior Migration and Development Specialist in the Department of Migration Management at IOM Headquarters, and in coordination with IOM Focal Points in the target countries, the successful candidate will be responsible and accountable for providing support and contributing to the implementation, monitoring and development of the transition phase of the IOM-UNDP Mainstreaming Migration into National Development Policies programme.

Core Functions / Responsibilities:

1. Provide support and assistance for timely implementation of the transition phase of the Migration Mainstreaming programme. Follow up on logistical and administrative arrangements, cooperate with national and international authorities, provide information and assist with arrangements required for the recruitment of project staff, procurement and ensure that donor reporting information and schedules are available.

2. Monitor implementation of global and country level activities as planned in the national multi-annual work plans (AWPs) and budgets. Assist the Programme/Project Manager in monitoring, assessing and evaluation project/programme activities and proposing corrective Page 1 / 4action to expedite the delivery of inputs.

3. Contribute to the development of the project document for the 3rd phase of the Mainstreaming Programme by selecting and summarizing background information, assessing the local context for the planning and administration of the project, and drafting of the project proposal.

4. Support development and monitoring the implementation of the Programme’s knowledge management and communication strategy by designing and managing a mechanism for the systematization of good practices and lessons learnt and liaising with relevant counterparts in UNDP for the development and dissemination of knowledge tools and products. 5. Carry out preliminary policy research and contribute to the drafting of position papers and other key knowledge products based on the lessons learnt from the programme. Contribute technical inputs for the development of training and knowledge tools and deliver training to enhance the capacities of both IOM Focal Points and the partner national and local governments and other key actors on mainstreaming migration.

6. Liaise with the project/programme partners, such as governmental authorities, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and discussing fund raising for new projects/programmes.

7. Work with experts, consultants and other project partners to ensure adjustment of the JMDI’s M4D Net online platform to meet the needs of the new phase of the Programme and oversee its general maintenance as a strategic communication and global knowledge management and communication tool on Migration and Development.

8. Undertake duty travel relating to project/programme assessment, liaison with counterparts and support targeted advocacy, policy and coordination efforts of the Programme. 9. Contribute to the preparation of regular project/programme reports according to IOM and donor formats as required. Draft project revisions, including adjusting project budgets on the basis of changed work plans.

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Political or Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience working in the field of migration issues, including in different countries or regions in an international environment migration and development fields;

• Experience in IOM project management and in implementing inter-agency initiatives within the United Nations;

• Experience in knowledge management and communication as well as experience in design and facilitation of capacity building activities and knowledge products is considered an asset; • Experience liaising with different stakeholders including government authorities, donors, UN agencies and/or non-governmental organizations, including establishing dialogues with counterparts and other stakeholders to strengthen advocacy efforts is considered an asset. Fluency in English and French or Spanish is required. Working knowledge of any other language is an advantage.

Internationally recruited professional staff are required to be mobile.
