GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

Green Growth Planning and Implementation (GGP&I) is the in-country delivery mechanism for GGGI. It supports partner countries to achieve development priorities through evidence based green growth planning and implementation. 

Recently, at the request of the Hungarian Government, GGGI is in the process of establishing a regional climate change fund as a pooled mechanism to streamline allocation, programming, disbursement, and monitoring climate finance. In order establish and operationalize the fund, a Coordinator position is being established.

Objectives/Purpose of the Assignment:

 

Reporting to the Senior adviser position on strengthening green growth and climate funds, Green Growth Planning and Implementation (GGP&I) Division, the Coordinator ensures consistent quality in output delivery across the project and supports country office administration. The primary role of the Coordinator is maintaining and verifying project/output level budget execution and controls in line with GGGI policies; setting up procurement and travel plans, workshop planning, hiring and onboarding plans, contract management. These will need to be in alignment with GGGI and host government policies, standards and donor requirements. The Coordinator will also assist in English and Hungarian language communications with host-country governmental and non-governmental partners.

 

Scope of Work:

The role of the Coordinator is to ensure process integrity in program operation and specific project/output delivery, fully meeting established institutional policies, standards and donor requirements across budget execution, procurement & HR processes implementation and other operational functions.

  • Monitor and report on project and work stream activities to ensure efficiency and consistency with established work plans to support program management;
  • Support the monitoring of project budget and track expenditures to ensure that program resources are optimally allocated and utilized;
  • Support communications and engagement activities with host-country government, and national and international partners.
  • Support the team on the procedures, policies and tools of all operational transactions for project/output delivery;
  • Identify issues and risks that will affect consistent program and delivery and report to the manager;
  • Identify issues from across project and advise project staff on remedial measures in order to maintain integrity of delivery;
  • Lead the logistical preparation of workshop nationally and regionally;
  • Organize national and regional stakeholder meetings and other engagements.

Output/Reporting Requirements/Deliverables:

 

  • Develop and manage detailed budget execution plans and schedules in line with yearly work programs and budget line;
  • Develop and monitor procurement plans, travel plans and requisition procedures in line with yearly work programs and budget line;
  • Place initial screening and controls on country office spending, procurement requests and contract issuance;
  • Verify data and ensure data entry and document consistency from spending and expenses of specific project/output management;
  • Ensure Monitor & Evaluation functions;
  • Maintain program filing system and safeguard standards of reporting/documentary quality to support reporting to donors and program stakeholders;
  • Consolidate financial documentation for projects and ensure accuracy of project financial reporting and contract management;
  • Assist in English and Hungarian language communications with host-country government, and national and international partners.

Qualifications/Experience/Expertise

 

QUALIFICATIONS

 

Minimum:

  • Education:  Bachelor’s degree in Economics, Finance, Public Administration, or any discipline related to the assignment.
  • Work Experience: Minimum two years of professional experience in project and/or office management, or in departments of finance, administration, human resources, logistics, that required direct engagement with government officials, development partners, and/or INGOs in Hungary.
  • Demonstrated experience with stakeholder communication and event facilitation, project administration, contract management, budgeting and reporting.
  • Skills: Strong communication (speaking, reading, writing) skills.
  • Strong knowledge of Microsoft office suite (office, excel, powerpoint, outlook).
  • Strong knowledge of basic accountancy.
  • Working knowledge of English and Hungarian language.

 

Preferred:

  • Education: Master's degree or equivalent in fields related to Economics, Finance, Public Administration, MBA, CPA.
  • Work Experience: International experience (outside of Hungary) or experience working within international organizations in Hungary (such as the EU) a strong advantage.
  • Experience in green growth, sustainable development, natural resources management, and/or energy related research, project management and/or policy support is an advantage.
