Lead, Strengthening Green Growth and Climate Funds

Reporting to the Head of Programs (HoP) for Africa & Middle East, Green Growth Planning and Implementation (GGP&I) Division, the position provides policy and operational advice for national and regional green growth and climate change fund design and deployment. The role encompasses green growth and climate fund needs assessment, analysis, fund architecture design and fund capitalization and establishment, day to day management and organizing operations of GGPI teams working with government counterparts. The adviser will support upon demand specific operations other than those concerning the Hungary fund, and supporting resource mobilization arising, but not limited to Europe’s Regional and Neighborhood policy, as well as to Africa & Middle East portfolio.

PURPOSE

The position will ensure that GGP&I is effectively supported for establishing and strengthening national/regional green growth and climate funds including resource mobilization based on two streams of work 1) Leads Project Office in Budapest, Hungary to develop and implement Balkan Nationally Determined Contributions (NDC) Trust Fund and 2) Providing advice on fund design, establishment and operational work of selected number of GGGI countries.

 

ENGAGEMENT

 

  • Manage the Project in Budapest Office;
  • Supervise the overall functioning of the fund project design;
  • Ensure staff members of the project, where involved, have clear objectives, goals, direction, guidance and appropriate tools to enable them to meet their responsibilities effectively and efficiently;
  • Builds relationships with donors and national counterparts to promote GGGI membership;
  • Provide advice to the Head of Programs on GGGI’s green growth and climate funds products and services related to the fund
  • Facilitate knowledge sharing between countries in the Balkan region, as well as benefiting others in the GGGI country portfolio of best practices and success stories;
  • Actively engage in drafting proposals as per partner’s requirements and as instructed by ADG/Heads of Programs;
  • Facilitate the building of capacity both within the country teams and national counterparts;
  • Advise on the assessment of rationale for fund establishments through analyzing the need, relevance, governance structure and financial viability;
  • Advise on the architectural design, including formulation fund policies and procedures, including quality assurance mechanisms;
  • Prepare in consultation with HoP of GGGI and country teams resource mobilization strategies;
  • In consultation with Operations Enabling Division develop operational manuals including planning/budgeting/Monitoring and Evaluation Procedures;
  • Advise on the establishment of technical secretariats for fund operationalization and management;

 

DELIVERY

 

  • Lead the implementation of project delivery of the Balkan NDC Fund to ensure efficient and cost-effective implementation;
  • Lead the day-to-day decision making of the Budapest office through coordination, including with the host government, quality assurance, advocacy and others as needed;
  • Ensure maximum visibility of GGGI including establishing relationships and negotiating agreements under the guidance of HoP;
  • Provide guidance and reviews of technical specifications of national green growth and climate fund project outputs and activities ensuring projects are delivered on time;
  • Undertake project management tasks as entrusted by HoP;
  • Guide, upon request, personnel and subcontractors engaged in delivering specific aspects of the climate funds work;
  • Advise on the overall integration of the work into GGGI’s existing and planned activities (through Work Program and Budget and inter-divisional coordination);
  • Advise on coordination between other relevant GGGI projects and programs, both in-country and those led by bilateral and multilateral partners;
  • Develop relevant guidelines, policy briefs, lessons learned documents, communication materials, website updates, and other relevant publications related to national/regional climate funds work;
  • Strengthen, where necessary, fund design and establishment, including capacity to manage where such funds already exist. 

 

REQUIREMENTS 

 

QUALIFICATIONS

 

  • Master's degree in international development, public policy, environmental studies, economics, law, engineering or other relevant field.
  • Minimum of 12 years’ experience, including 5 years on designing and operationalizing national/regional funds.
  • Proven capacity to strategic planning, resource mobilization/proposal preparation/writing, change management, process design, and outreach.
  • Experience working in international organizations or other matrixed organization, including project management of complex donor funded projects;
  • Demonstrate strong oral and written skills in English. Proficiency in French is strong asset.
