Background Information - Job-specific

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, so as to achieve the outcomes sought by the clients.

The current conflict in Yemen has resulted in wide-spread humanitarian crisis, and has left 80 per cent of the population (21.1 million people) in need of assistance .  Also the conflict has caused widespread damage to Infrastructure all over Yemen. Recovery and reconstruction is crucial for the people of Yemen, its neighbors, and the global security.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Summary of Key Functions:

  1. Provide assistance and support to all aspect regarding the Programme from the regional hub.
  2. Provide liason and coordination support with relevant internal and external actors.

Specific Duties

In performing the above functions, the successful candidate will be expected to proactively support the Programme Manger:

  • Carry out desk research work;
  • Prepare/ edit technical documents;
  • Prepare terms of reference for contractors and consultants;
  • Identify and select beneficiaries and participants to project activities;
  • Assist with the translation of project documents to and from Arabic and English;
  • Support logistical preparations for training events, seminars and workshops in coordination with the UNOPS operations section;
  • Support and follow-up with processing administrative, financial and procurement tasks required for project execution in collaboration with UNOPS operations section; Provide follow up and act as a trouble shooter for any issue regarding administration and operations
  • Monitor the provision of services by contractors and consultants in coordination with the field personnel;
  • Receiving and checking financial reports sent by contractors and consultants before handing over to operations section.
  • Assist with the preparation and holding of project meetings
  • Support the drafting of regular project progress reports to UNOPS management, donor and other recipients;
  • Support links and communications with field staff and Yemeni beneficiaries to ensure proper understanding of project activities and plans and following up on their implementation.
  • Filing and archiving.
  • Work in close collaboration with other UNOPS projects implemented in Yemen and participate to UNOPS management/planning exercises as required;
  • Represent UNOPS a ad interim within UNCT coordination fora relevant to human rights and rule of law.
  • Perform any other duties as might be required for the successful implementation  of the Human Rights Programme.

Education/Experience/Language requirements

•        Bachelor degree in economics, development studies, social sciences, public administration, business management or other relevant field is required;

•        Additional specializations on, enterprise development, labor market, women economic empowerment, are an asset;

•        A minimum of 2 years of directly relevant experience in project management,  including at least 1 at the international level; direct experience in the following fields is a strong asset: development, human rights,  post-conflict recovery.

•        Experience with work in an international NGO, UN agency or other international technical cooperation agency is required.

•        Experience in project design, implementation and monitoring is required;

•        Experience in managing and organizing events including excellent organization skills, ability to follow deadlines, accuracy and attention to details.

•        Knowledge and previous experience of conflict contexts is an asset;

•        Proven capacity to interact with a variety of stakeholders, including non governmental partners, and other UN agencies.

•        Knowledge of computer programs with full command of Word and Excel.
