Background Information - Job-specific

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, so as to achieve the outcomes sought by the clients.

The current conflict in Yemen has resulted in wide-spread humanitarian crisis, and has left 80 per cent of the population (21.1 million people) in need of assistance .  Also the conflict has caused widespread damage to Infrastructure all over Yemen. Recovery and reconstruction is crucial for the people of Yemen, its neighbors, and the global security.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

The Project Assistant will report to the Project Manager. She/he will be expected to conduct regular missions to other locations to monitor and interact with project stakeholders in the execution of the projects.

PROGRAMME SUPPORT

  • Finance:

-          Verify invoices sent by contractors and NGO grantees/partners against their financial reports and prepare a summary for certification by the project manager.

-          Prepare and submit payment requests to the Admin/ Finance Section

-          Assist in budget monitoring and budget reconciliation, including checking actual spending against budget availability and providing budget line status to the project coordinator.

-          Check project related purchase orders under the Atlas system and amend as necessary in cooperation with the Admin/Finance section. 

-          Assist in reviewing financial and progress reports of beneficiaries, training providers and subcontractors

-          Assist in the preparation and review of financial reports for donors

-          Support the preparation of new project budgets and budget revisions for the amendment or extension of existing projects.

  • Logistics and Travel:

-          Assist in arranging logistical and financial requirements (DSA, advances) for activities inside and outside Yemen by liaising with the Admin/Finance section, the training providers and participants.

  • Human Resources:

-          Follow up on the administrative requirements of field staff and organize support accordingly.

-          Review all Travel Authorizations for UNOPS field staff, checking budget is available for covering costs.

-          Review and submit all related travel expense claims, checking costs are assigned to the correct projects and budget lines.

  • Carry out other tasks as assigned by the Project Officer.

Education/Experience/Language requirements

  • Secondary education with a minimum of 5 years of relevant experience is required.
  • University degree, preferably in Business Administration with 1 year of relevant experience.  
  • For university degree holders: a minimum of 1 year of relevant and progressively responsible experience in the area of administration and project management is required;
  • For Secondary education holders: 5 years of progressively responsible experience in the area of administration and project management is required.
  • Good writing skills in Arabic and English.
