Background Information - Job-specific

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, so as to achieve the outcomes sought by the clients.

The current conflict in Yemen has resulted in wide-spread humanitarian crisis, and has left 80 per cent of the population (21.1 million people) in need of assistance .  Also the conflict has caused widespread damage to Infrastructure all over Yemen. Recovery and reconstruction is crucial for the people of Yemen, its neighbors, and the global security.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the overall guidance of the Project Manager and under the direct supervision of the Senior Project Engineer, the Site Engineer will be responsible for performing the following duties, ensuring effectiveness, transparency and integrity:

  • Oversee the planning and construction
  • Review and prepare conceptual design, technical specifications and Bill of Quantities in support of other UNOPS infrastructure projects.
  • Coordinate with governmental authorities and other stakeholders to facilitate the implementation and handover of the project activities.
  • Liaising with the national authorities in the governorates and collecting data / field information in support of UNOPS infrastructure projects.
  • Support the design and supervision of all site works for UNOPS projects.
  • Prepare the necessary design drawings and specifications for construction works using AutoCAD
  • Monitor the progress of works according to contract schedules, specifications, and project plans.
  • Inspect and report on contractor works in progress, ensuring that contractors meet the quality standards put in place by UNOPS.
  • Provide support and guidance to contractors and assist in resolving site problems as necessary.
  • Attend project sites on a daily basis in order to monitor progress of works, identify problems, and provide appropriate solutions through application of sound engineering standards in consultation with the Project Manager.
  • Prepare progress reports on construction activities according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager.
  • Develop and maintain a database of the available items shipped and delivered to the project, and monitor the quality and progress of the project activities.
  • Assess the work activities of contractors, measure completed work, and make recommendations to the Project Manager for progress payments to contractors.
  • Maintain diaries and compile periodic reports and any specific reports required by the Project Manager.
  • Perform any other duties as may be requested by the Project Manager.

This position will require travel and work in logistically challenging environments. A valid civilian driving license is required, as is willingness to travel to the construction locations and to the sites.

Education/Experience/Language requirements

·         Advanced university degree in Engineering or a related field of specialization.  or A first-level university degree with additional two years of relevant combination of academic qualifications and extensive experience in construction may be accepted in lieu of an advanced university degree.

·         A minimum of 2 years of relevant experience in engineering is required

·         Previous experience working with the UN and/or other humanitarian or development organizations is desirable, as is knowledge of UN and UNOPS rules and regulations.

·         PRINCE2 or similar project management certification is an asset.
