We are looking for a highly qualified Senior Accountability Officer provides technical guidance and ensures DRC Jordan is equipped to fulfil its commitments under the Core Humanitarian Standards. The SAO develops and provides relevant trainings, designs and implements accountability structures and tools, leads implementation of the Feedback and Complaints Response Mechanism, and advocates internally for transparency and accountability towards persons of concern, donors, staff and partners.

DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions. 
 
About the job 
 
Senior Accountability Officer provides technical guidance and ensures DRC Jordan is equipped to fulfill its commitments under the Core Humanitarian Standards. The SAO develops and provides relevant training, designs and implements accountability structures and tools, leads implementation of the Feedback and Complaints Response Mechanism, and advocates internally for transparency and accountability towards persons of concern, donors, staff and partners.  
 
 
Duties and Responsibilities 
 
Minimum standards and capacity building 
• Ensure that all staff are trained in DRC’s Code of Conduct and what it means for them in their particular job function and risk environment, providing refresher training as necessary. 
• Support all DRC and IP staff to understand the Core Humanitarian Standards and how this should be applied within their roles. Roll out trainings and refresher trainings as necessary in all field sites. 
• Be available to provide informed advice and guidance for personnel, bearing in mind the responsibility of all DRC staff to report suspected and actual breeches of the DRC CoC.  
• Ensure that a feedback and complaints response mechanism is operational, available and understood by staff and beneficiaries for all DRC projects and field sites. 
• Develop and modify as necessary DRC’s accountability communications materials (CoC, feedback and complaints mechanism, program information) to both staff and community members through brochures and posters and other print media.  
• Conduct regular field visits to monitor DRC compliance with the CHS and communicate/explain the risks of non-compliance to DRC management.  
• In line with DRC’s partnerships strategy, provide all implementing partners and other relevant local organisations with basic accountability training (including DRC CoC and the CHS). 
 
Accountability structures and systems 
• Technically lead the development and management of accountability structures and systems across the country program. 
• As Registrar, oversee implementation of the DRC Jordan feedback and complaints response mechanism, including intake procedures, timely response to submissions, case tracking, communications with beneficiary populations and participate in the Code of Conduct Intake Committee. 
• Act as DRC Jordan CoC Focal Point and liaise with other counterparts (HQ, region if relevant, and country) regarding the operation’s implementation of and compliance with the Code of Conduct. 
• With the Protection Coordinator, develop and oversee implementation of DRC Jordan’s Accountability Implementation Framework and Accountability Implementation Plan for DRC Jordan to deliver on its minimum accountability standards in emergencies.  
• With the Protection Coordinator and in consideration of DRC HQ priorities, identify strategies and tools to support the effective implementation of individual Core Humanitarian Standards by DRC Jordan.  
• Foster participatory planning and implementation of accountability activities by training and involving community members. 
 
Program support 
• Support relevant colleagues to ensure accountability considerations are incorporated at all stages of the program cycle (program development, implementation, and monitoring and evaluation). 
• Using accountability tools, consolidate and document lessons learned and best practices and share with relevant internal stakeholders. 
• Oversee the effective communication, use and analysis of feedback and complaints data to improve programming, and accountability to affected populations. 
 
About you 
 
To be successful in this role you must have:  
 
Required qualifications/ experience 
• Jordanian national. 
• Fluency in Arabic and English.  
• University degree in social sciences, humanities, development studies, anthropology or other relevant study. 
• At least 3 years professional experience in the humanitarian sector 
• Excellent knowledge of the Core Humanitarian Standards or other accountability measures/standards. 
• Relevant previous experience working in compliance, accountability, complaints management, etc. highly desirable. 
• Experience in developing and facilitating training 
• High integrity and willingness to conduct her/himself transparently and open to scrutiny 
• Ability to communicate technical information in an easy to understand, informative and collaborative manner

We offer 
 
DRC will offer the successful applicant a six month contract including three month as probation period, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Amman –Jordan,with frequent visits to field sites (Azraq camp, Karak, Ma’an, Mafraq, Irbid).
