The Global Nutrition Cluster Coordination Team (GNC-CT) in partnership with its global level partner Save the Children US has updated the Nutrition Cluster Handbook – A Practical Guide for Field Coordination. This review was an important exercise because following the issuing of the first version of the Nutrition Cluster Handbook, as an outcome of the IASC Transformative Agenda, many accompanying tools and guidance have been developed including the updating of the core cluster functions at country level. In order to keep the Nutrition Cluster Handbook relevant, it needed to be updated to reflect the changes made in guidance and tools by the IASC. In consultation with GNC-CT and Save the Children US, review the final draft of the Nutrition Cluster Handbook and incorporate necessary changes.

Purpose of the Position

The Global Nutrition Cluster Coordination Team (GNC-CT) in partnership with its global level partner Save the Children US has updated the Nutrition Cluster Handbook – A Practical Guide for Field Coordination. This review was an important exercise because following the issuing of the first version of the Nutrition Cluster Handbook, as an outcome of the IASC Transformative Agenda, many accompanying tools and guidance have been developed including the updating of the core cluster functions at country level. In order to keep the Nutrition Cluster Handbook relevant, it needed to be updated to reflect the changes made in guidance and tools by the IASC.

The revision of the Handbook took place in 2016-2017 and involved a comprehensive process of consultations with all relevant stakeholders: Nutrition Cluster Coordinators (NCCs) and Information Management Officers (IMOs), global and local level partners, OCHA, other clusters and donors. A revised draft was handed over to the GNC-CT by Save USA and consists of 11 Chapters and 346 pages. There is a need for a joint consultation between GNC-CT and Save the Children US to review the final draft, agree on the placing of content and to check the flow of content between chapters. In addition, the final draft has to undergo a final review process to ensure consistency between various chapters and to make editorial changes.

Duration:

The consultancy is home-based. It is envisaged that the consult will work during the period of 01 July 2017 to 30 October 2017.

Objective

  • In consultation with GNC-CT and Save the Children US, review the final draft of the Nutrition Cluster Handbook and incorporate necessary changes.

Activities

  • Read the final draft of the Nutrition Cluster Handbook and propose changes related to consistency and flow between the chapters and possible editorial amendments for usability and reader-friendliness;
  • Participate in a two-day consultation with the GNC-CT and Save the Children US (Save the Children UK office, London, UK, in August 2017) to jointly review the final draft of the Nutrition Cluster Handbook, answer the remaining questions, decide on the placing of content, decide on the need to incorporate further examples;
  • Document proposed changes/revisions identified during the meeting;
  • Incorporate agreed changes into the final version of the Nutrition Cluster Handbook, including seeking further examples if relevant and further information if required.

Expected Deliverables:

  • Proposed changes are documented.
  • A document with proposed/agreed changes as an outcome of a two-day consultation.
  • A final content-ready version of the Nutrition Cluster Handbook version 3 is produced and submitted to the GNC-CT team.
  • Final report on the outcomes of the consultancy.

Qualifications of Successful Candidate 

Education:  

  • Advanced university degree in Health, Nutrition, Social Sciences or other related field. A BSc/ MSc or equivalent is required.

Work Experience:

  • 8 years or more of progressive responsibility with NGOs or UN agencies in programme formulation, planning, management, and evaluation, some of which should be in emergency programme management and operations
  • A good understanding of humanitarian reform, TA and the Cluster Approach
  • Experience in coordination and good understanding and experience of nutrition in emergencies and the humanitarian reform process
  • Excellent communication skills, organizational skills and the ability to work in a team and with cluster partners
  • Excellent analytical, report writing and consolidation skills
  • Previous experience in cluster/sector coordination and development of guidance or handbook is an asset

This consultancy is home-based and involves one travel to London, UK. All travel expenses will be paid by UNICEF. The consultant will travel by the most direct and economical route in economy class. UNICEF will pay the daily subsistence allowance as per UN-approved rate. The consultant must be fit to travel, be in a possession of the valid UNDSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card. The dates for the travel will be determined in consultation with GNC-CT.
