Under the direction of the Chief, Strategic Business Support, Division of Finance and Administrative Management (DFAM), the incumbent will advise, develop and support capacity development initiatives in finance, budget and administration areas.

Under the direction of the Chief, Strategic Business Support, Division of Finance and Administrative Management (DFAM), the incumbent will advise, develop and support capacity development initiatives in finance, budget and administration areas.

How can you make a difference?

  1. Working with DHR, SD, ICTD, PFP, DFAM and Regional counter parts, refine and implement operations capacity development strategy, which includes elements such as operations induction, mentoring and e-learning.
  2. Support the review of the strategic repositioning of the operations function within UNICEF. This includes JD revisions, identification of capacity development needs and succession planning.
  3. In support of succession planning for operations and in partnership with DHR, develop and implement a talent acquisition plan which takes into consideration retirement and rotation schedules, language requirements and the revised profile of operations.
  4. Provide specialist advice on finance and administrative capacity development, including:
  • identification of technical knowledge gaps of HQ and field staff
  • development of approach to implementation
  • monitoring of scope, timeline and risks
  • assessment of resource requirements

 

  1. With respect to the function of financial and administrative governed by DFAM:Identify and develop implementation plan for addressing financial and administrative training needs.
  2. Working with the Policy Specialist and the DFAM subject matter experts, guide the development of webinars to support the issuance of regulatory content.
  3. Implement the DFAM capacity development strategy, which includes knowledge of DFAM staff career goals and creating paths of opportunity for those goals
  4. Provide supervision to staff members and temporary resources engaged to provide project administration, communications and training activities.

To qualify as a champion, for every child you will have…

  • An advanced university degree (Master’s or higher) in Human Resources, Business Administration, Social Sciences, or a directly-related technical field(s) is required.
  • A minimum of (8) eight years of relevant professional experience at the national and international levels, in human resources, operations management and training development in a large institution is required.
  • Previous hands on experience in a supervisory/managerial capacity is desirable.
  • Previous experience in IPSAS and SAP or other ERP desirable.
  • Prior knowledge of UNICEF systems and processes would be an asset.
  • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (French, Arabic, Chinese, Russian and Spanish) is considered an asset.

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
