The Division of Communications is seeking a Digital Capacity Building Consultant. This position resides within the Digital Strategy Section and reports directly to the Head of Digital Governance and Platform. The Digital Strategy Section manages all global digital channels and digital communications for UNICEF, including unicef.org in 5 UN languages, global social media channels, and digital multimedia content creation. The Section is also responsible for the build, management and maintenance of global website properties, including country and regional office support for digital transformation, governance and capacity building.

Rationale of this assignment:

As part of the Digital Strategy Section, under the guidance of the P3 Digital Communication Specialist (Digital Governance), this roles is responsible for the inclusive and consistent implementation of learning programs for digital communications, the management of the Digital Labs Community of Practice and for providing support to other areas of work of the Digital Governance team. 

Responsibilities: 

Accountable for the delivery and quality of results of capacity building efforts:

  • Assess capacity building needs and support the development of training plans and the formulation of capacity building strategies (Theory of Change, benchmarking analysis, etc.)
  • Provide applied experience in adult learning research and practices to identify effective learning methodologies and develop training materials for a variety of audiences in the digital communication discipline.
  • In collaboration with training specialists and subject matter experts, design and develop digital learning programs that contain a variety of training modules to support and respond to global needs regarding digital communications, tools, procedures and guidance in general.
  • Provide inputs on the use of performance indicators and evaluations to monitor progress towards capacity building outcomes and impacts.

Manage UNICEF’s community of practice (CoP)  for digital communications “Digital Labs”

  • Ensure the sharing of resources between HQs and country offices and the dissemination of good practices in digital communication and capacity development, through “Digital Labs”, which includes curating and updating content on SharePoint team site.
  • Provide active leadership on the Digital Labs Yammer Group.
  • Coordinate activities for the CoP both online and in-person such as knowledge sharing sessions, webinars, facilitators meetings, surveys etc.

Support digital governance development

  • Support the issuance and development of procedures standards and guidelines.
  • Support communication activities to socialize new procedures, policies, standards, SOPs and guidelines. 
  • When needed cover the Governance support desk and monitor the Brand abuse dashboard and coordinate any required urgent action. 
  • Support other work streams identified as part of the implementation of digital governance

Performance indicators for evaluation of results:

  • Standard UNICEF Performance Evaluations conducted every 6 months and at end of contract.
  • Completeness of assigned tasks
  • Ability to work as a team
  • Timely delivery of deliverables and adherence to timeline and set deadlines. 

Qualifications: 

  • Advanced university degree in communications, management, digital media, or other related discipline, or 2 years equivalent working experience in progressively responsible professional work in digital/ communication/information fields.
  • First university degree with additional 2 years of relevant work experience is acceptable in lieu of an advanced university degree.
  • A minimum of 3 years of progressively responsible professional work experience in digital communication/information fields.
  • Proven experience in teaching, training or other capacity building activities.
  • A good understanding of technical aspects of on-line media and communication.
  • Strong knowledge of digital communications.
  • Experience with providing support to users, be it for digital communications or another field.
  • Experience managing/contributing to website and/or social media account, other than for personal use.
  • Experience organizing workshops, webinar, working sessions.
  • Experience conceptualizing and designing e-courses for online learning. 
  • Knowledge of United Nations or other international aid or NGOs highly desirable. 
  • Good understanding of world affairs, current events and development issues needed.  
  • Fluency in English is required.  Knowledge of another official UN language or a local language is an asset.
