SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

This position is responsible for providing technical support to BPHS/EPHS project to make sure all EPI activities are being executed in accordance with approved EPI national guidelines and SCA contract. The incumbent will be accountable to visit BPHS and EPHS health facilitates to keep eye on overall achievements against pre-set annual and quarterly targets. The EPI Senior Officer will attend all EPI task force meetings at MOPH and represent SCA at other similar platforms in Kabul. The Senior Officer will assist the Health Programme Manager and other senior management teams in Kabul in proposal writing, budgeting, reporting and project /programme evaluation.

Qualifications & Requirements:

  • MD from a recognized university.
  • A minimum of 3 years working experience in BPHS/EPHS projects with NGOs in Afghanistan
  • Demonstrate competency in Immunization programming.
  • Must have a good understanding of EPI policies in Afghanistan Good computer and internet skills
  • Fluency in Dari/or Pashto, both written and spoken, working level English
  • Good interpersonal and communication skills
  • Experience of planning, reporting and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan
  • Honest, proactive and well mannered.

Main Responsibilities:

  • Ensure quality  EPI services are being provided in all BPHS and EPHS HFs in target areas
  • Assist HPMU and field teams in EPI related planning, budgeting and reporting
  • Assist the health management team in Kabul in designing new project proposals/concept notes and developing new strategies and SCA health specific guidelines which are more pertinent to EPI
  • Provide technical assistance and on the job training to all existing EPI officers at the field level
  • Conduct supportive supervision of existing BPHS and EPHS health facilities and weigh overall  EPI indicators of all health facilities and come up with viable recommendations for further improvement
  • Monitor programmes, through field visits, collection and analysis of information/data and providing feedback for improvement.
  • Represent SCA in relevant workshops, taskforces and meetings in Kabul
  • Ensure the application of the national guidelines and policies of  EPI in the implementation of BPHS/ EPHS projects
  • Coordinate with Human Rights and Gender Unit (HRGU) to ensure that gender sensitive and rights based approach has been taken into consideration while designing or executing projects in field.
  • Any other duties assigned by respective line manager
