The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people. 

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join our Syria Response team. They are a university graduate with at least 5 years’ experience designing and implementing of livelihoods programming in the private, public and/or humanitarian sectors, including market and livelihoods assessment, supply chain analysis, livelihoods counseling, skills development, vocational training, income generating activities, cash for work schemes and similar.

We are particularly looking for an individual with strong project and people management skills. Fluency in written and verbal English is essential.

Position Description:

The Project Manager’s responsibilities will include:

  • Programme set-up: support the set up and development of livelihoods programming, including through feasibility and market assessments, recruitment and training of relevant staff, establishing beneficiary data tracking systems and starting up specific livelihoods activities
  • Partnerships: identify local partners and develop strategic partnerships on the ground
  • Monitoring and Evaluation: design and implement appropriate M&E system and tools for livelihoods programme in order to measure quality programming and evaluate impact, cost-effectiveness and relevance of specific activities
  • Reporting: direct program staff to complete timely and competent data analysis and effective presentation of findings, taking final editorial responsibility for all relevant reporting outputs
  • Community engagement: Develop and pilot tools and methodologies to support communication with beneficiaries, community engagement in the targeted areas
  • Community Based Approach: develop methodologies and tools for community consultations, identification of immediate community needs, community action planning, implementation, monitoring and evaluation
  • Management: contribute to the recruitment and selection of high quality staff, oversee the activities of the FSL team, provide direct supervision to FSL project coordinators, and facilitate staff capacity building objectives
