We are looking for a highly qualified Logistics and Procurement officer for our program in Kilis, Turkey to support procurement and logistics functions as per DRC/donor regulations and procedures.

Who are we?

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.

About the job

The Logistic Officer’s main responsibility is to support procurement and logistics functions as per DRC/donor regulations and procedures.

Duties and Responsibilities

The Logistics and Procurement officer will have the following duties and responsibilities:

  • Ensure timely procurement and logistic tasks achievement.
  • Organize the daily / weekly / monthly logistics and procurement plan, in coordination with the program staff.
  • Ensure that all procurement is processed in accordance with applicable guidelines and good practice.
  • Evaluate and mentor the logistic/procurement partner staff.
  • To support the Fleet and Asset Officer, if needed
  • Short replacement of the Fleet and asset Officer, if needed
  • Follow donor’s procurement guidelines as well as the guidelines of DRC.
  • Keep procurement files in accordance with DRC guidelines and ready for audit (in coordination with finance), as well as to assess and report to management any needs for derogations could be included.
  • Ensure all contracts placed with suppliers are correct as per DRC procedures.
  • Ensure all procurement files are complete, correct and have the relevant signatures before they are submitted to the finance department for payment.
  • Ensure that all asset information is obtained on procurement and kept accurately.
  • Submit update of assets list to the Logistics and Procurement Coordinator.
  • Keep soft and hard records of all logistic/procurement contracts (services, goods, works).
  • Prepare invitation for bidders and attend procurement meetings.
  • Organize and oversee all special logistic operations as, and when the situation arises.
  • Ensure all logistical office and guesthouse needs are covered.
  • Participate in an overall development of the operation
  • Reviewing and revising DRC’s Logistic Handbook on a continuous basis
  • Any other duties relating to the nature of the job as directed by supervisor

About you

To be successful in this role you must have university degree in a relevant field, flexibility and be target oriented.

Moreover, we also expect the following:

Essential Qualifications

  • Relevant university degree; business, supply chain or similar field
  • Minimum 2 years of relevant work experience.
  • NGO experience preferred
  • Good communication skills
  • Excellent interpersonal skills Commitment to the values, vision and mission of DRC
  • Good computer skills (PowerPoint, Word, Excel…)
  • Self-motivation and strong team spirit
  • Well-developed organizational and planning skills
  • Able to communicate both verbally and in written in English and Turkish. Arabic is a plus.
  • Willingness to travel to other parts of Turkey.

We offer

DRC will offer the successful applicant a 5 months’ contract, renewable dependent on both funding and performance. You must be available to start work on 17 July 2017 and be willing and able to work in Kilis.

We offer a fair compensation package depending on your qualification and experiences as well as additional allowances such as relocation allowance and living allowances, if applicable. DRC Turkey is income tax exempted.
