Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Under the overall supervision of the Director General and administrative supervision of the Director, Department of Migration Management (DMM), the successful candidate will oversee and coordinate global activities of the Migration Health Division (MHD). MHD is a Division within DMM, with considerable thematic autonomy, responsible for the development of migration and health related policy guidance to the Field, the formulation of global strategies, standard setting and quality control as well as for knowledge management with relation to issues pertaining migration and health. Dealing with cross-cutting subject matter, MHD deals with migration and health issues in both emergency and non-emergency contexts. MHD has technical supervision of Regional Medical Thematic Specialists in the field and their project review/endorsement functions. As required, MHD is responsible for reviewing/endorsing/managing multi-region and global projects. It is within its area of specialization responsible for identifying opportunities for IOM, developing global programmes and establishing operational partnerships, in particular with relevant partners such as key Member States, Global Medical Institutions such as CDC, DG-SANCO of the EU, WHO, the United Nations (UN) and other multilateral players as well as with the private sector. Core Functions / Responsibilities:

1. Conceptualize, plan and develop IOM's global migration health strategy and focus, reflecting current and anticipated global migration patterns and evolving international health situations, taking into consideration ethics and human rights principles.

Page 1 / 42. Position IOM’s approach towards migration and health within the UN system. 3. Lead on the mainstreaming of migration health in international global health fora and migration debates in line with the 2030 agenda and IOM’s organizational objectives in close collaboration with the Member States, the UN and other partners.

4. Communicate the objectives, directions, accomplishments and messages of the Organization with relation to migration and health in technical and other strategic fora with a view of promoting the health of migrants and the role of IOM in this domain. Advise partners and governments on the management of migration health matters and perform liaison, awareness raising and advocacy functions ensuring that the health of migrants is properly addressed at national, regional and global levels. Represent IOM's institutional, policy and operational interests, capacities and roles in the field of migrant health at national, regional and international venues.

5. Integrate migration health as a cross-cutting theme into the work of the Organization through close collaboration with other IOM organizational units.

6. Respond to internal and external reporting requirements on MHD activities. 7. Oversee, guide and manage the global IOM Migration Health programme activities managed out of Headquarters (HQs). In coordination with the MHD RTSs, monitor health projects implemented in the field.

8. Manage a global team of health professionals and non-health professionals working for MHD at HQs and beyond; promote inter-disciplinary capacity building for the migration and health sector. Plan and oversee the necessary administrative, financial and human resources aspects of the Division.

9. Enable analytical research on the health aspects of population movements to ensure evidence based messaging and programing. Synthesize, analyse, predict and report on the health consequences and outcomes of migratory movements and population displacements. 10. Increase the Organization's stature by ensuring that the above noted objectives are met or exceeded.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in a health related field (such as: Medicine, Health sciences, Public health administration), preferably at the PhD level from an accredited academic institution with fifteen years of relevant professional experience.

• Postgraduate degree in public health or degree related to migration studies, obtained from an accredited academic institution is highly desirable.

Experience

• Fifteen years of relevant professional experience in both a health domain and with migration health at national and international levels;

• Experience in medicine or other health domain and public health, including migration health matters;

• Experience in providing expert advice, support to governments as well as in liaising with governmental and diplomatic authorities and international institutions;

• Experience in communication of migration heath issues in the framework of international fora; Page 2 / 4• Sound knowledge of project cycle management, in particular in health programme management as well as of monitoring and evaluation;

• Good knowledge of financial and business administration and of the principles and practices of management;

• Proven record of international publications in the domain of public health and migration. Languages

Fluency in English is required. Working knowledge of French and Spanish is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
