Background Information - Job-specific

The United Nations Office for Project Services (UNOPS) Operations Hub in Amman was established in Amman in late 2006. Its aim is to provide the United Nations sister agencies and the humanitarian and development sectors within the Region with professional project implementation services.

UNOPS is the largest service provider in the United Nations system, working on behalf of more than 30 UN departments and organizations. UNOPS Operations Hub in Amman services the needs of Jordan, Lebanon, Yemen and Syria, working in harmony with the region Governments, International Donors, UN Agencies, and others. As the implementing arm of the UN, UNOPS Hub in Amman manages development projects and provides specialized project-management services.

UNOPS Operation Hub in Amman supports UNOPS service provision and implementation in Jordan. It provides a range of project management and related services to its clients and partners. The current projects combine logistics, procurement, contract management, personnel recruitment and administration/financial management, institutional reforms and governance strengthening, training, security technology, borders and crossings, and Infrastructure.

The Quantity Survey/Estimator is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

This is a home-based assignment.  An agreed TOR including the scope, deliverables and the maximum time duration will be agreed upon by UNOPS- Amman Office and the Quantity Survey/Estimator prior to commencement of each and every assignment. He/she is responsible for ensuring quantity surveying services and related documentation of projects which is to be carried out on time as per the agreed task.  The Quantity Survey/Estimator will report directly to the UNOPS Infrastructure Project Manager/ Supervisor/ Infrastructure Advisor.

Functional Responsibilities

The Quantity Survey/Estimator shall work under the direct supervision of the Project Manager and the Infrastructure Advisor. The Quantity Survey/Estimator will give his/her technical expertise as required to manage and coordinate any designs assigned, supervision, commissioning and related documentation works. He/she is responsible for managing staff under his/her supervision and ensure high quality estimation of quantities’ documentation and site works are carried out on time and on or under budget.  The tasks would involve the following but not limited to:

·         Collate feedback and prepare consultation/assessment reports.

·         Perform and Coordinate the construction works and submissions.

·         Assist contract division / procurement division / project management division in preparing and evaluation of tender documents of infrastructure projects (contract conditions, specifications, BOQs, rates etc.).

Specifically, the Quantity Survey/Estimator will be responsible for the following substantive tasks:

a-     Technical tasks:

·         Work closely with Architects, Engineers, Draftsmen and other Quantity Surveyors in the planning of projects, scheduling of tasks and developing integrated design documentation.

·         Responsible for the preparation and review the BoQs, specifications and related documents for different disciplines and ensure it meets the quality standard requirements.

·            Responsible for time management in preparation of BoQs and the other related documents to international standards of the projects proposed.

·         Responsible for the preparation of preliminary costs estimates for project proposals for submission to potential Clients.

·         Responsible for the preparation of Engineer’s estimates and will be responsible to withhold this from all to avoid collusion.

·         Providing advice during the post-tender and construction stage when requested by the Client.

·         Carrying out site inspections and assessments as need arises and prepare subsequent reports.

·         Carrying out any relevant administrative and operational efforts as requested by the Senior Infrastructure Advisor or Resource Pool Manager.

·         Responsible for carrying out financial evaluations of tenders.

·         Review and certification of payments applications submitted by Contractors.

·         Review and verification of claims for cost & time extensions requests submitted by Contractors.

·         He/ She shall maintain a register of unit rates of materials and Labor for preparation of cost estimates.

b-     Administrative tasks:

·            Manage archiving of quantity surveying and estimation related material,

·            Assist in scheduling requested tasks related to quantity surveying,

·            Perform any other tasks relevant to the Infrastructure and Engineering Unit when required.

Final Product

Deliver delegated tasks by the supervisor on time and as per the required cost and quality parameters.

Education/Experience/Language requirements

Education

·         Bachelor's degree in Civil Engineering or / Quantity Surveying/Estimating, Building Economics or High Diploma in Quantity Surveying or related field from a reputable University / College.

·         Project Management Certificates or membership of accredited/chartered Quantity Surveying organization will be an asset.

   

Work Experience

·         At least 4 years of experience in of administrative/operational experience with demonstrated capacity to meet performance indicators, and deliver results preferably in an international development environment.

·         Membership to Professional Quantity Surveyors list from a recognized Engineering body/ institution and a valid practicing License is desirable.

·         Candidates with experience working with UN or other Humanitarian/Development agencies will be well regarded.

Languages:

·         Full proficiency in Arabic and English is a necessity.
