This Human resources role is a key support enabler for PFP & ComServ in the execution of a variety of technical and professional functions in Human Resources services.

The Division of Private Fundraising and Partnerships (PFP) aims to achieve results for children by maximizing UNICEF's private fundraising and advocacy around the world. To carry out this mission, PFP coordinates fundraising activities and private sector partnerships with 34 National Committees for UNICEF and 21 of the organization's country offices. The Division also implements global strategies in child rights advocacy, communication and brand positioning in National Committee countries through a range of partnerships, including with the media, corporations, civil society and young people.

How can you make a difference?

As an HR Officer, reporting to the Chief of HR for PFP and you will be a key support enabler for PFP & ComServ in the execution of a variety of technical and professional functions in HR services.  These include the attraction, recruitment and retention of an agile, mobile workforce with appropriate skills and experience, guidance on benefits, staff relations, performance management, learning and development and job design and classification.

 

Staff Recruitment, Selection and Placement.

Carries out the recruitment, selection and placement of PFP and Common Services (CoS) staff in the Geneva office, according to UNICEF rules and regulations, procedures and policies.

Arranges internal and/or external advertisement(s), screens applications and, in consultation with the hiring manager, undertakes the short-listing of candidates, conducts interviews and prepares recommendations.

Ensures that Central Review Body (CRB) membership is kept up-to- date and that appropriate briefing and training materials are shared with members. Oversees the constitution of CRB panels to review recruitment cases, providing guidance, technical advice, and support on systems and procedures. 

Builds and maintains a roster of temporary and external General Service (GS) candidates and manages the data for workforce planning for PFP & Geneva GS staff.

Provides information to applicants on recruitment policies and status of applications and replies to general enquiries on employment opportunities and conditions of service.

Represents UNICEF at job fairs and career days organized by Universities / Educational institutions, the Swiss Federal Department of Foreign Affairs, etc.

 

Support to Staff on Benefits and Entitlements, Onboarding and Offboarding.

Oversees the delivery of service by the team members, in the implementation and determination of benefits and entitlement’s initiated and maintained within the division, taking into consideration quality control and efficiency.

In cases where exceptions to the Staff Regulations and Rules may be required, recommends the appropriate course of action to the supervisor; and acts as the focal point for answering atypical queries and/or advising staff members regarding their eligibility to entitlements and benefits

 

Management of Consultants / Individual Contractors, Interns and Volunteers.

Manages the overall administration of consultants, interns and volunteers, ensuring compliance with procedures as per UNICEF rules.

Tracks consultancy contracts and provides periodic reports on request from management and auditors.

Screens submissions for Contract Review Committee (CRC) review and ensures consistent application of rules and regulations.

 

Job Design and Classification.

Implements and administers fair and equitable GS classification in compliance with established standards and procedures.

Ensures that all job descriptions (IP and GS) are current and duly classified.

Provides guidance and support to managers in the drafting of IP and GS job descriptions, with the aim of ensuring high quality job descriptions which clearly describe the key functions and accountabilities of all PFP and CoS staff.

 

Support to Global and Divisional HR initiatives.

Maintains and provides analytics from the division’s quantitative HR data to support data-driven decision-making.

Provides HR input and perspective in working groups on issues concerning the division such as the Division’s Knowledge Management Working Group and acts as HR focal point for the Divisional Risk Register etc.

 

Other tasks as required.

Performs any other tasks, of relevance to HR and the priorities of the office, as required by the Head of Section or Head of Office.

 

To qualify as a champion for every child you will have…

An advanced university degree (Master’s or higher) in human resources management, business management, international relations, psychology, or other related social science field.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

A minimum of two years of relevant professional work experience in human resources management in an international organization and or large corporation is required.

Experience in a UN system agency or organization is an asset.

Fluency in English is required.

Working knowledge of French a strong asset.

Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
