Purpose of the Position

Under the general guidance of the Programme Specialist (Cash Transfer), the Social Policy Officer is accountable for providing technical support and assistance for Conditional Cash Transfer for Education Programme (CCTE) targeting Syrians under temporary protection and other refugees in Turkey from strategic planning and formulation to delivery of concrete and sustainable results. This encompasses monitoring the implementation of the programme at the local level to ensure that the programme is efficiently and effectively implemented in coordination with all other relevant stakeholders (provincial directorates of Ministries, local governments, other UN agencies and civil society) in line with its objective.

Key Accountabilities and Duties & Tasks

 

Programme Management

  • Analyzes the developments at the local level and in different geographies, including legal and operational practices, and its impact on social policy and protection concerns, as well as implications for children, and on Conditional Cash Transfer for Education Programme (CCTE) and proposes and promotes appropriate responses
  • Supports and contributes to overall management of CCTE programme including design and planning, coordination, monitoring and evaluati

Monitoring and Coordinating Programme Implementation at the Local Level

  • Supports the implementation of CCTE programme to increase coverage of and impact on Syrian and other refugee children affected by the protracted humanitarian situation, with special focus on the most vulnerable such as working children, children with disabilities, girls, and children living in poverty
  • Establishes effective relationships with the Ministries’ provincial directorates (MoFSP and MONE), local governments NGOs, civil society, and local leaders to support the implementation of the programme
  • Engages with relevant local level actors to monitor the CCTE programme’s implementation including outreach; enrollment and maintenance in the programme; identifies opportunities and bottlenecks during its implementation and its effect on children to access education and other social services
  • Manages and coordinates technical support to be provided at the local level ensuring programme is well planned and implemented in a timely fashion so as to adequately support scale-up and delivery
  • Supervises team leader and field focal points to ensure challenges with programme implementation are identified and addressed in a timely manner at the local level to facilitate programme implementation; support and contribute to other monitoring activities in the office
  • Leads and/or participates in field missions to support programme implementation at the local level.  

Partnerships and Outreach at the Local Level

  • Provides technical support to local and non-governmental partners in the field to improve linkages with other social protection interventions such as health insurance, public works and social care services as well as complementary services and intervention related to education and child protection
  • Initiates and coordinates outreach activities in support of the implementation of the programme; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities
  • Supports raising awareness on CCTE programme with both the general public and with policy makers, to ensure local buy-in, commitment, and continued relevance of UNICEF programming.
  • Represent UNICEF in meeting, conferences, seminars, workshops, and other fora and engage in coordination groups and liaise with other relevant actors, programme partners to identify, streamline and build programme synergies and/or opportunities to implement common programme activities at the local level
  • Performs other duties as required

Qualifications of Successful Candidate

  • A university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required
  • Minimum of two years of relevant professional work experience is required
  • Experience in social assistance programmes
  • Experience working with refugees
  • Background/familiarity with Emergency.
  • Fluency in English and Turkish. Arabic knowledge will be considered as an additional asset.
  • Willingness to travel
