1.         Organizational context

 

The position is located in the Procurement Section of the Procurement and Travel Division, Administration and Management Sector.

 

The Section is responsible for the procurement of general supplies, equipment, and professional services provided by private commercial entities or by individuals, in order to support WIPO's various programs. The Section aims to provide responsive, effective and quality procurement services and business advice, while achieving the best value for money and ensuring a fair, competitive and transparent process in accordance with sound procurement principles.

 

The core role of the Senior Procurement Officer is to lead and manage the procurement activities related to all information and communication technology (ICT) of the Organization in compliance with applicable rules and regulations. In close cooperation with key stakeholders, the incumbent is responsible for sourcing, negotiating contracts for ICT goods and services, establishing and maintaining appropriate service levels and managing supplier relationships to deliver best value for money.

 

The incumbent supervises the staff working in Cluster IV handling ICT-related procurement activities.

 

The incumbent works under the supervision of the Head of the Procurement Section.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)       Work collaboratively with the business and manage key stakeholder relationships, by developing a cross functional understanding of the latest strategic objectives and technological aspiration of the business and identify opportunities of spend leverage;

 

(b)       Define, agree, and implement procurement strategies with key stakeholders on the basis of spend data analysis, an in-depth market analysis including key drivers and actors and an evaluation and monitoring of market conditions in order to adjust sourcing strategies accordingly. Identify best practice in the assigned spend area and lead implementation in the Organization as applicable; 

 

(c)       Support the design and implementation of the annual procurement plan and drive the strategy implementation in compliance with the Organization’s procurement rules. Manage tenders and selection processes across the full end-to-end process, establish negotiation approaches and conduct or coordinate negotiations with concerned parties, including dispute negotiations arising from contractual instruments or during the contract life cycle;

 

(d)       Manage contracts by monitoring supplier performance through Key Performance Indicators, lead performance review meetings with suppliers and key internal stakeholders, and ensure follow up of corrective actions to solve performance issues and meet business objectives. Ensure administration of contracts in area of responsibility, run system queries, prepare reports and management presentations on procurement activities;

 

(e)       Supervise staff including planning and allocation of work assignments; monitor and provide regular feedback on performance and carry out performance evaluations; provide training and guidance and empower and encourage staff members to take on responsibility and ownership for their work;

 

(f)        Regularly review procurement policies, procedures and strategies and make recommendations for improvement to enhance efficient and effective implementation of procurement and institutional goals;

 

(g)       Propose and implement innovative procurement techniques and approaches in line with market best practice and lessons learnt. Contribute to and lead implementation of projects related to new processes and tools;

 

(h)       Promote use of framework agreements supporting collaboration amongst UN Organizations and represent WIPO in tender activities within the United Nations Common Procurement Activities Group (UN-CPAG);

 

(i)        Act as Authorized Officer of contractual instruments up to the delegated amount in compliance with WIPO rules;

 

(j)        Perform other related tasks as required.

 

 

3.         Requirements

 

Education

       Essential

Advanced university degree in procurement, business administration, economics, law, IT or related discipline. A first-level university degree in a relevant discipline plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.

 

Experience

       Essential

At least nine years’ relevant experience including seven years as Procurement Officer or Procurement Manager or in a role performing tasks and responsibilities similar to those described in ‘duties and responsibilities’ above.

Experience managing staff.

Experience procuring or managing complex IT related services.

Experience negotiating complex contracts for IT services.

Experience conducting market surveys and analyzing market trends.

Experience contract and vendor performance management.

Experience working with an ERP Procurement application or software.

       Desirable

       Procurement experience gained in a public international organization.

       Experience managing procurement staff.

 

Languages

       Essential

       Excellent knowledge of written and spoken English.

Desirable

       Knowledge of other UN languages and, preferably, good knowledge of French.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet and the ability to quickly adapt to new software and tools.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the June 2017 rate of 70.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
