Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Under the overall guidance of the Chief of Mission for IOM in Iraq , direct supervision of the Community Revitalization Programme Manager, and in close coordination with the Project Officers working on the Community Revitalization Program (CRP), Rapid Recovery Programme (RRP) and Regional Refugee and Resilience Plan (3RP), the Community Liaison Adviser (CLA)

will lead on a range of activities, including: measuring the impact of existing community liaison processes, refining existing methodologies and field testing the enhance process in selected communities. The CLA will ensure activities are implemented to the highest standard and will train a team of CL personnel, as well as contribute to the community of practice in CL within IOM and the cluster/sectors (where appropriate).

Core Functions / Responsibilities:

The Adviser will be working under the CRP, RRP and 3RP, all of which aim to strengthen resilience of individuals and communities, as well as, promote social cohesion among internally displaced Iraqis and host communities. Specifically, the Adviser will be working on two main result areas:

1) Review the process and tools for the existing community engagement and liaison process; refining the standard operating procedure and associated tools, ensuring strong linkages to existing processes within the methodologies of the different projects. 2) Develop community liaison procedures for the RRP and 3RP and refine the existing process for the CRP, and field test the methodology under 3 areas for CRP, 1 area for RRP and 1 area for 3RP, with the aim of preparing three methodologies, one for each programme. Specifically, the adviser will:

1. Review of the established community engagement and liaison processes and tools, including: - Community selection process

- Community assessment process

- Focus Group Discussions

- Community planning process

- Community Assistance Projects

- Community platform approach

- Community roundtable meetings

2. Enhancement of existing processes and tools for the CRP and development of new tools for the RRP and 3RP.

3. Development and field testing of CL methodology and tools for Rapid Recovery Program (RRP) – retaken areas requiring expedited implementation of community infrastructure and livelihoods. The methodology and tools should be interlinked with the community assessment process.

4. Field testing will involve leading (and possibly recruiting) a community liaison team, facilitating a training workshop and debriefing the team.

5. Supervision of the community liaison team, in collaboration with Project Officers and with support from senior national officers; entailing daily follow-up with the field teams. 6. Coordinate the procurement/organisation of necessary services, including training venue, training supplies, communication equipment, software, transportation, translation. etc. with the support of the national support team.

7. Liaison with the Protection Unit and gender focal points, as well as the livelihoods, business development services and community infrastructure teams to ensure input into the refinement and development of the community liaison process.

8. Implementation of CRP, RRP and 3RP process and tools in at least five selected communities, including (if feasible) communities in the South, Center and North, as well as, a community along the Mosul corridor.

9. Coordinate with the Programme Management Office, seeking inputs and providing feedback during the process, ensuring that a risk management plan is in place.

10. Contribute to the community of practice within IOM and wherever relevant, through the humanitarian clusters and recovery sectors in the area of CL.

11. The preparation of three methodology documents and related templates and tools for CRP, RRP and 3RP.

Deliverables:

• Work plan for the review process of existing processes and methodologies, development of new procedures for RRP and 3RP and refinement of existing procedures for CRP. • Refined chapter for community liaison for the CRP (as part of the programme methodology) and new SOPs for the RRP and 3RP, following the review of the existing tools and processes. • Assist in the hiring of the community liaison assistants and conduct training workshops and briefing/debriefing with the new field teams.

• Methodology document and tools (e.g. participatory exercises) for the community liaison process for CRP, RRP and 3RP for the use by the field teams.

• Conduct debrief and validation workshop with the field teams.

• Final report with findings from the review of existing community liaison approaches. • Three methodology/SOPs outlining the community liaison approach for each programme. • Presentation (powerpoint or similar) outlining the methodology and key findings for IOM Programme Management Team

Education

Advanced university degree in behavioural science, social science, anthropology, epidemiology, public health or other relevant degree.

Experience

• A minimum of 7 years practical of progressively responsible international experience in the humanitarian and/or development field, with at least 3 years of experience in community liaison and participatory practices;

• Experience with a UN agency or INGO in a post-conflict country is required; • Experience leading, motivating and managing national staff spread across a large geographical area.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:

The consultant will be expected to travel within Iraq in accordance with IOM standard operating procedures.

The appointment is subject to funding confirmation.
