Who are we? 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq. 
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations. 
 
About the job 
Finance/Procurement and Administration Manager (FPAM) will supervise and ensure that support functions (finance, logistics procurement, fleet, warehousing, administration and human resources) in DRC’s Tikrit meet programme requirements and are carried out in an effective and accountable manner according to DRC policies and procedures.  
 
Duties and Responsibilities 
• Provide guidance and technical support to managers of different support functions in Tikrit Office 
• Ensure that logistics and procurement functions are conducted in a timely manner and according to DRC policies and regulations 
• Monitor and support the finance functions at Tikrit field office level to make sure that adequate funds are available at all times and that all transactions are properly processed and documented 
• Establishing and maintain internal financial and administration procedures compatible with the country’s law, the organization’s internal regulations and donor requirements; 
• Work with the Project Managers in budget preparations, revisions and follow ups 
• Ensure Compliance of all processes with DRC Internal Regulations, Donor requirements and the local legislation; 
• Provide support to the Tikrit HR department, ensuring that DRC HR policies and procedures are clearly understood and are followed 
• Ensure payments to suppliers and recurrent expenditures are made in a timely manner with the appropriate authorisation; 
• Ensure that the organization and donor compliance is mainstreamed 
• Ensure that inventory and assets lists are maintained and regularly updated in coordination with logistics department in Baghdad 
• Conduct on-the-job training to field staff as necessary and induction/training for new field staff 
• Assist in the preparation of budgets and budget revisions for new and existing projects for south-central Iraq 
• Build capacities of DRC expatriate and national staff in DRC policies and regulations relating to support functions 
• Other activities as requested by Head of Field Office, Deputy Director or Country Director. 
 
About you 
To be successful in this role you must have: 
 
Essential qualifications and experience:  
• University degree in Finance, business administration, or related discipline 
• Minimum 3 years of experience in management for humanitarian agencies, preferably NGOs. 
• Ability and willingness to work in a rapid-paced and highly stressful environment 
• Relevant university degree, preferably at master’s level 
• Strong financial management skills and experience 
• Understanding of and experience in competitive procurement principles and practices 
• Experience from working in a volatile environment and familiarity with remote management 
• Ability to motivate and guide staff working in a complex conflict environment 
• Experience from the Middle Eastern context an advantage 
• Excellent written and spoken English required; Arabic an asset. 
• Willingness to follow security policies and procedures.

We offer 
DRC will offer the successful applicant a 6 month contract subject to extension based on performance and funding. You must be available to start work in August, 2017 and be willing to live and work in Iraq. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.ngo under Vacancies. This position will be placed at A15 DRC’s salary scale depending on experience. The R&R cycle for Tikrit is every 5 weeks.
