Background Information - FG

The Finance Group (FG) is a critical and strategic business function in UNOPS and serves as an authoritative and integrated partner in the organization on strategic financial planning and budgeting, business strategy and practices, financial analysis and risk assessment, financial management services and long term organisational treasury and investments.  As the steward of resources of a self-financing UN entity, FG is accountable for timely cost recovery and reporting to partners, maintaining the integrity and transparency of financial management of resources in accordance with the highest standards of ethics and organisational/international accountability framework and the accurate and transparent financial reporting to governing bodies, clients, partners and stakeholders.

Functional Responsibilities

The Project Finance Analyst reports to the Head of Project Finance who provides broad supervision and guidance. The role contributes to the finance vision of being a true business partner to UNOPS projects, by providing advice on costing and pricing matters.  This includes assisting with UNOPS cost recovery mechanisms and policies and supporting field operations with project finance accounting.  The role is part of a centre of excellence, providing seamless, appropriate, relevant and pro-active project specific reporting.  The role includes collaborates on project implementation and closure with the Integrated Practice Advisory Service (IPAS) and supports outreach and training on all things related to project finance.

1.    Project implementation and closure

  • Maintain guidance and templates for advance financing

  • Maintain guidance and templates for financial project closure.

  • Monitor overspent for Implementation Projects.

  • Contribute to the monthly and year-end closure process.

  • Work in close collaboration with IPAS Finance project closure focal point to ensure the effectiveness of project closure policies and tools.       

2.     Project reporting

  • Maintain guidance and templates for project financial statements.
  • Coordinate the issuance of project Final Financial statements.
  • Prepare and submit annual management declaration for EU projects.
  • Verify and issue Financial reporting for specialized agencies and UNDP (PDR), MSA.             

3.     Finance knowledge management

  • Take a leading role in collecting, documenting and maintaining finance knowledge in the new UNOPS knowledge management platform.
  • Prepare notes, guidelines replies relating to or arising from implementation of project finance procedures as well documenting best practice as a result of oneUNOPS implementation.
  • Propose solutions, including involvement in revisions of financial software applications; provide analysis to ensure UNOPS continued compliance with IPSAS
  • Provide guidance and training to finance staff regarding project reporting as a result of oneUNOPS.
  • Provide training and internal consulting in finance knowledge management.
    Impact of results
    The results have an impact on the overall efficiency of UNOPS in financial resources management and success in introduction and implementation of operational strategies. Accurate, thoroughly researched and documented financial information, timely and appropriate delivery of services ensure client satisfaction and enhance UNOPS credibility in use of financial resources.

Education/Experience/Language requirements

  • Advanced University degree in Business Administration, Finance, Accounting or related discipline is required.
  • A combination of a first level University degree in finance or related field plus additional work experience may be accepted in lieu of the Master degree
  • Minimum 2 years of relevant progressively responsible job related experience in finance or accounting is required at the national or international level
  • Experience in the usage of computers and office software packages (MS Office) and advance knowledge of spreadsheet and database packages, as well as experience in handling of web-based management systems.
  • Full working knowledge of English.  
  • Knowledge of another official UN language is an asset.

Contract duration: one year, renewable subject to available funding and satisfactory performance
