In 2017, together with the Government of the Philippines and Development Partners, the UN system will develop a new UN Development Assistance Framework in line with National Priorities, the Philippines Development Plan and the Sustainable Development Goals. Ex-Com Agencies including UNICEF, UNFPA and others will develop new Country Programmes during this time. A roadmap for the development of the 2019-2023 UNICEF Country Programme Document (CPD) has been developed in line with the revised CPD Guidelines (CF/PD/PRQ2014-002) and December 2016 Guidance on the Development of Programme Strategy Notes. The development of the Country Programme Document is the office priority for 2017. During this period, UNICEF Country office is seeking a national consultant to work with the H&N section to support the implementation of ongoing programs, specifically ECCD First 1000 Days integration, childhood injury prevention, health technology assessment, and service delivery network modelling for indigenous cultural communities.

Scope of Services

Major Tasks

 

  1. Assess status of ongoing programs in the Health 2017 workplan, specifically ECCD First 1000 Days integration, childhood injury prevention, health technology assessment, and service delivery network modelling for indigenous cultural communities and plan for timely quality implementation.

     

  2. Implement and monitor cross-sectoral ECCD First 1000 Days integrated programming by providing programmatic linkages to health and nutrition input.

     

  3. Provide Technical support in putting together the national policies/strategy notes such as child injury prevention policy review, health technology assessment, and other relevant policy documents.

     

  4. Technical assistance for establishing health service-delivery network for indigenous communities.

 

  1. Support the section in generating evidence-based policy papers and other knowledge products taking forward lessons learned and participate in section meetings.

 

Deliverables

 

  1. Inception report and workplan for the purpose the engagement.
  2. Participation in all related national and local programme activities such as meetings with key stake holders, workshops, and field visits.
  3. Regular submission of activity reports and recommendations to manage the related programmes.
  4.  Submission of a Technical and analytical written comments on F1D reports from health sector perspective.
  5. Results based management of child injury prevention policy review.
  6. Donor proposal for road traffic injury in coordination with UNICEF HQ
  7. Submission of donor reports.
  8. Liaison with programme related partners.
  9. Summary report at the end of the contract period for the activities done identifying accomplishments and bottlenecks, recommendations as needed, and highlighting points of integration of all Maternal and Newborn Health activities with disability and Early Childhood Development.

 

Qualifications and Competencies of Successful Candidate

 

  • Health professional (MD, RN, MW)
  • Advanced Degree in Public Health an advantage
  • A minimum of 5 years of experience working in the health sector or related field, experience in Maternal and newborn health essential.
  • Experience working with Local Government and relevant government agencies such as Philhealth
  • Knowledge on evidence-based medicine and health policy essential
  • Experience in program monitoring and familiarity with result-based monitoring essential.
  • Basic skills on data management
  • Proficiency in Word Processor, Spreadsheet, and PowerPoint mandatory.
