The Finance Group (FG)

The Finance Group (FG) is a strategic business function in UNOPS which serves as an authoritative and integrated partner in the organization providing leadership and guidance to all business units in UNOPS on strategic financial planning and budgeting, business and accounting strategies and practices, financial analysis, organisational performance and development results reporting, risk assessment, financial management services and treasury.

As the steward of resources of a self-financing UN entity, the FG is accountable for timely cost recovery and reporting to partners, maintaining the integrity and transparency of financial management of resources in accordance with the highest standards of ethics and organizational/international accountability frameworks and the accurate and transparent financial reporting to governing bodies, clients, partners and stakeholders. Recently, GRI reporting has been assigned to FG, and the ICT department has been merged into the FG, reporting to the CFO.

Functional Responsibilities

  • Coordination and stakeholder management
Design & reconsolidation of UNOPS internal controls and financial risk management
  • Assess the existing internal control environment through FG and ICT supported processes with the view to adjust to and improve it in the context of the GRC framework and contribute to the revision of drafting of EOD, OIs and any related policies and guidelines
  • Review controls to assess their value and criticality according to the specific processes and risks managed
  • Assess segregation of duties design to enable the achievement of business and compliance objectives
  • Ensure and/or coordinate the continuous maintenance of FG/ICT governed policies and procedures
  • Assess controls within ERP to ensure they are implemented appropriately and operate effectively
  • Review business processes with a view to optimizing the internal control environment
  • Coordinate identification, assessment and monitoring of financial risks on behalf of FG
  • Coordinate compliance and quality assurance initiatives in FG/ICT

Process excellence and knowledge management

  • Contribute to aligning business processes to facilitate rationalization of workflows and internal controls where needed
  • Ensure continuous effort to update process documentation in UNOPS Process Quality Management System (PQMS) for FG and ICT
  • Facilitate and coordinate collaboration, knowledge and best practice sharing in the units under the CFO and with other Groups (CSG, IPAS, etc.)
  • Identify and leverage innovative initiatives from UNOPS regions through regular dialog with HOSS and Regional Finance teams

Manage internal and external stakeholders for FG/ICT

  • Serve as primary interface with regions on behalf of FG
  • Facilitate the flow of communication between FG/ICT and other HQ and regional entities
  • Coordinate UNOPS’ Quarterly Business Review process and ensure the follow up of the quarterly action plan with all owners and stakeholders

Support strategic leadership in FG/ICT

  • Serve as the chief aide and liaison to the CFO
  • Conduct research, substantive review and critical analysis of information and documents for the CFO to facilitate decision-making; 
  • Serve as the key interlocutor for the CFO with the offices of high-level officials in the UN System and external partners.
  • Initiate, plan and manage special assignments/projects on the request of the CFO

Other tasks duties as required

  • Setting standard, personal and development objectives in Performance Evaluation Review
  • Ongoing assessment of task completion, which meets quality expectations
  • Successfully meeting deadlines

Education/Experience/Language requirements

Education
  • Master's degree in business administration, political science, international relations or related fields.
  • A bachelor's degree with a combination of 6/7 additional years of relevant experience may be accepted in lieu of the master's degree.
Experience
  • Minimum of 5 years of relevant work experience
  • Certification in internal controls required (for example COSO)
  • Project Management certification (i.e. PRINCE2, MSP) is desirable.
  • Good knowledge of the UN system is required
  • Proven knowledge of the UN system and procedures, with prior work experience in a country office or regional office is an asset.
  • Computer literate, in particular MS Word, Excel and PowerPoint is required
Language
  • Excellent spoken and written English.
  • Knowledge of another UN official language is an advantage
