The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. NRC Thessaloniki is now looking forward to cover the position of M&E Technical Assistant to respond to the humanitarian needs.

The role of the M&E Technical Assistant is to support the implementation of M&E systems in his or her Area, establishing and implementing systems that promote evidence-based decision-making. The Technical Assistant will liaise closely with programme and project staff in order to ensure that project managers have access to and use of relevant and timely information on the scale, relevance and effectiveness of their activities. The M&E Technical Assistant is also responsible for supporting the capacity-building of staff within his or her Area Office in order to implement effective, cost-efficient and meaningful M&E systems.

Job description

Adherence to NRC policies, guidance and procedures
Implement M&E systems and tools, and support their development as required.
Support in developing data collection methodology and tools.
Implement data collection activities, as set out in the M&E Plans, ensuring that data collected is of sufficient quality.
Conduct data analysis and supply project and M&E staff with the relevant information for reporting in a clear manner
Participate in the identification of lessons learned, including reflecting on how programmes or M&E activities could be improved to achieve their objectives.
Ensure that assessment, monitoring, and evaluation data are reported in a timely and clear manner to relevant programme and managerial staff
Any other task that is reasonably requested by the Area Manager or M&E Manager/Coordinator.

Qualifications

Support programme staff in developing and populating data management tools, such as Education attendance databases, in order to facilitate data analysis and information use
Implement data generic templates in order to ensure that all data are stored in a standardized way
Ensure all documentation, SOPs and electronic material is stored in the correct place on the Greece Operation SharePoint space and data privacy considerations respected
Ensure all relevant data is reported appropriately, such as in GORS or Activity Info.
