The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Anbar province, Baghdad, Erbil, Dohuk and Kirkuk.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

 

Area Programme Manager – Baghdad

Role Specific Information:

The purpose of the Area Programme Manager position is to ensure high quality and cost effective programme/project implementation within the designated geographical area.

Ideal Candidate Profile:

We are looking for a Senior Manager who has ideally managed projects in the fields of Shelter, WASH, Information Counselling and Legal Assistance (WASH) and Education in a humanitarian/recovery context

The ideal candidate is someone who has solid managerial skills along with a proven background in project management

An inspirational and influential team leader with the ability to navigate complex relationships and someone who with solid representation, analytical and communication skills

Experience in the Middle East is desirable.

Internal candidates are preferred


Key Job Tasks and Responsibilities:

  • Line management of Core Competency project managers 
  • Compliance and adherence to NRC policies, guidance and procedures
  • Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area office
  • Provide area specific input relevant for CC strategies
  • Compliance to donor standards, and grant management and regular reporting to donor in Area
  • Identify funding opportunities and develop funding strategy and forecasts
  • Responsible for grants management and BPO allocations in Area
  • Ensure compliance with contractual commitments, extracting and implementing key learnings from project implementation
  • Coordinate new emergency responses in the Area
  • Ensure capacity building of all technical staff

Key Responsibilities

  • Deputy AM when appointed
  • Representation in sectorial coordination, clusters and/or working group at the Area level
  • Coordination with Donors and other external stakeholders at the area level, in coordination with the AM
  • Contribute to planning and implementation of needs assessments, with CC Specialists, including for new areas of operation 
  • Work with CC PMs to develop programmatic strategy for both emergency response and returns
  • Responsible for area-specific input to local strategies, including contingency plans and emergency plans
  • Responsible for holistic and integrated programme implementation, taking into consideration quality, cost efficiency, and targeting beneficiaries most in need
  • Coordinate with grants department to complete startup, grants opening and grants closing meetings in area
  • Oversight of implementation of projects, including targets and budgets, in coordination with all project managers 
  • Ensure that technical direction is followed up on and implemented by CC PM, in line with CC Advisors
  • Serve as link to M&E and Grants Department
  • Regular 1:1 meetings with direct line reports and completion of work and development plans for all direct reports. 

Minimum qualifications:

University graduate in relevant field, with a minimum of 4 years of experience working as a Senior Project Manager in a humanitarian/recovery context

Experience working in complex and volatile contexts with focus on establishing new office. Documented results related to the position’s responsibilities.  Fluency in English. Arabic is an advantage.
