The scope and range of protection issues affecting children in Syria is ever widening and deepening due to the prolonged nature of the conflict; the protracted and multiple displacements; the unceasing exposure to violence in all settings. Grave child rights violations continue unabated, with countless children killed and maimed due to the persistent use of explosive weapons in civilian areas. Given the scale of the Syria crisis there are great demands for data, information and analysis in the child protection sector. This need for Information Management capacity has particularly increased with the on-going technical demand of the Turkey cross-border approach. The Information Management (IM) Specialist will support the Turkey cross-border Child Protection sub-Cluster that supports the humanitarian response in Syria. The provision of accurate and timely information is essential to a successful response that meets the needs of children and women in Syria.

 UNICEF is the co-lead for the Child Protection Sub-Cluster in Gaziantep, Turkey, for the Northern Syria cross-border response. The IM Specialist is a core member of the Child Protection sub-cluster coordination team. S/he plays a key role by supporting the cluster co-leads and cluster members with data and information management. This encompasses: the collection, cleaning, managing and analysis of data, the presentation of data in succinct reports, maps/infographics and the sharing of information with the cluster and with an external audience. The IMO is responsible for designing, developing and managing tools/online information collection platforms, providing technical support to cluster assessments,  building the IM capacity of members through feedback and trainings, and providing secretariat support, including managing contacts and Arabic/English translation for cluster. He/she is also responsible for presenting the information in a way that is easily understood by UNICEF operational managers and technical partners. There are a range of options for visualization including mapping, dashboards, tables, charts, and narratives. The IMO will be a clear writer and critical thinker who can support the cluster to use data to improve the impact of the child protection response.  

 With a specific focus on the CCCs, the purpose of the deployment is to provide critical support to UNICEF to support the information management needs of the child protection sub-cluster, to ensure the production of up to date, accurate and well packaged information that captures the scale of child protection needs, violations of children’s rights and the response.

The main objectives of this post is to provide technical support in the following key functions:

  1. Coordinate Information Management for the Child Protection sub-Cluster in Gaziantep (Gaziantep Hub);
  2. Support Information Management functions for UNICEF Gaziantep cross-border (XB) activities;
  3. Support any assessments and hub- level initiatives as a part of WOS level framework

     

KEY FUNCTIONS, ACCOUNTABILITIES AND RELATED DUTIES/TASKS

Under the guidance of the Child Protection Specialist, the IMO will have the following tasks and produce the following deliverables:

 

  1. Coordinate Information Management for the Child Protection sub-cluster in Gaziantep (Gaziantep Hub);

     

    • Support the cluster coordinators to ensure that information is driven by member and contextual needs and furthers a timely, well-coordinated and appropriate humanitarian response.
    • Review and develop information management tools and systems for systematic and ad hoc information collection, analysis and dissemination.
    • Ensure tools and system are user friendly appropriate to the Syrian context and can be used in Arabic and English.
    • Provide trainings, technical support, advice and guidance to coordinators and members on relevant tools and systems and provide on-going support in Arabic and English.
    • Train members on relevant tools and systems. Undertake capacity building activities on IM, including technical support, as requested
    • Work closely with cluster members to collect, clean and consolidate all periodic and ad hoc information.
    • Ensure support to the Child Protection Sub-cluster working groups: (i) Unaccompanied and separated children WG (ii) children associated with armed forces and groups WG (iii) situation monitoring and response WG. 
    • Maintain monthly reporting from cluster members, including 4Ws (‘Who does What, Where, When and for Whom?’ databases), including within the framework of the ECW proposal  (may be suitable for Edu IMO, suggest to remove)
    • Work with the clusters to contextualize and analyze data.
    • Develop maps, infographics and analytical reports for the cluster, their members and external audience both in English and Arabic if required
    • Coordinate closely with the IMOs in Gaziantep and other hubs, and ensure complementarity and compatibility of the tools and products with the Whole of Syria child protection coordination framework.
    • Provide technical advice and support to cluster members on IM. 
    • Adhere and ensure, at all times, security of data and respect the confidentiality agreements and information sharing protocols.
    • Maintain and update contact lists, mailing lists, shared folders and information repository
    • Represent the child protection sub- cluster in the Syria Turkey Information Management and Assessment (STIMA) Working Group, inter-cluster information management and assessment initiatives in Gaziantep hub and other relevant coordination fora.
    • Provide hub level inputs to maintain CP page in the Humanitarian Response website in coordination with WoS CP sector IM specialist.
    • Support WoS coordination functions as requested by the WoS Focal Points
    • Ensure a high quality standard and ensure that deadlines are met

       

2) Support Information Management functions for UNICEF Gaziantep cross-border (XB) activities

 

    • Support UNICEF Gaziantep XB implementation of programmes,
    • Provide support to UNICEF reporting (HPM, WoS, JOP, HDSS,etc.)
    • Prepare and disseminate products, reports and maps based on information received from UNICEF partners
    • Coordinate closely with UNICEF WoS IM to ensure complementarity and compatibility of the tools, format and the products that are used in the different hubs

       

3) Support any assessments and hub- level initiatives as a part of WOS level framework

  • Support the development and implementation of Gaziantep hub-level Child protection assessment exercises that will feed into the forthcoming 2018 HNO process
  • Provide hub-level support to the Child Protection/M&E Specialist for the roll out of the new Situation and Response Monitoring Toolkit developed by the Global Child Protection Area of Responsibility/ Alliance for Child Protection in Humanitarian Action global situation monitoring project. 

     

KEY DELIVERABLES:

The development and systemization of an effective, efficient, bilingual information management system that meets the needs and priorities of the clusters and their members and ensure an informed and well-coordinated humanitarian response.

 

REPORTING REQUIREMENTS (IF APPLICABLE):

The IM Specialist reports to the Child Protection Specialist

 

QUALIFICATION REQUIREMENTS:

 

  1. Education: Advanced degree or relevant combination of qualifications and experience as below, in information management or associated disciplines (computer sciences, geography/GIS, engineering, sciences). Working knowledge of database application (Excel, Access, etc), GIS mapping (ArcGIS, QGIS, Google earth Pro, etc.) and web development will be an asset.
  2. Work experience: With a Master’s degree, five years relevant experience, with a Bachelor’s degree, seven years of relevant experience in Information Management, GIS, data analysis or similar activities in humanitarian context. Experience in the Syria response and/or remote management operations is highly desirable. Experience in conveying technical information and managing and presenting information as maps, useable matrices, etc. Knowledge of the UNICEF’s core commitments to children in humanitarian action.
  3. Technical knowledge: Working knowledge of GIS Software; data processing, analytical and synthesis skills; design and maintenance of information platforms for phone-based and computer-based technologies; proven ability to provide technical assistance to humanitarian programing in a complex operating environment; practical experience and interest in, effectively teaching others and explaining technical information in non-technical terms; a proven visual sense for infographics; excellent organizational skills.
