Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

The Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters supports integrated work streams by:

  • Providing technical and financial know-how through advisory services to country programs in GGGI’s four thematic areas of energy, green cities, sustainable landscapes and water;
  • Working with the Green Growth Planning and Implementation Division (GGP&I) on the development of green growth policy and projects in the four thematic areas;
  • Converting green growth experiences/best practices gained through country activities and engagement to global and sub-regional knowledge-sharing programs and national capacity building activities;
  • Developing bankable projects for green growth implementation.  

 

Project Background:

The Investment and Policy Solutions Division (IPSD) – Green Cities team is implementing a green secondary city pilot study in Nepal in collaboration with the Green Growth Project Implementation team. GGGI has been working in Nepal since 2015 to promote green growth and sustainable development. The work program in Nepal focuses on a long-term strategic cooperation framework to support the Government of Nepal (GoN) in aligning its national development policies within the green growth paradigm. Sustainable urban development is at the helm of Nepal’s development agenda. Nepal aims to graduate from being a Least Developed Country to a Middle-Income Country status by developing green municipal economies through implementing the National Urban Development Strategy (NUDS) and the Environmentally Friendly Local Governance Program (EFLGP). Among other programs, GGGI will assist Ministry of Population and Environment (MoPE) and Ministry of Federal Affairs & Local Development (MoFALD) in this initiative by developing enabling frameworks for implementing green growth at the municipal level.

 

Objectives/Purpose of the Assignment:

 

The objective of this consultancy is to:

  • Review the current urban development frameworks, which are the NUDS and EFLGF, for goals, targets and policy provisions for green municipal development;
  • Conduct stakeholder consultations with 5-7 municipalities, gather and analyze both qualitative and quantitative data through various methods, including field visits to participating municipalities, to assess key trends, issues, challenges and sectors in the municipalities;
  • Coordinate with national and local government to realize program objectives and activities, and report to GGGI HQ and GGGI Nepal accordingly on priority areas for intervention;
  • Build the capacity of national government and participating municipalities on the subject of green municipal development and its application to future urban project planning and prioritization;

 

The final deliverables of this assignment are outlined below.

 

The deliverables and project proposals shall be developed in close consultation with the key stakeholders, including the Technical Working Group, the Steering Committee, local municipalities, MoFALD, GGGI Nepal office and GGGI headquarters in Seoul. In the case that the consultant resides outside of Kathmandu, for each of the four deliverables, the consultant will be expected to travel to Kathmandu for at least one face-to-face meeting with GGGI.

 

Scope of Work:

 

Deliverable 1: Submission of Individual Work Plan. Upon the signing of the contract, the selected consultant will develop an individual work plan including her/his initial insights on the stakeholder consultation of the municipalities; schedule for field visits and consultations with the government and stakeholders; methodology for desk research (if any); and a proposed schedule of deliverable submissions, reflecting comments from GGGI’s technical teams. The submitted work plan shall be reviewed and agreed upon with GGGI.

 

Deliverable 2: Situational/Problem Analysis Draft Report. The situational analysis will involve an in-depth assessment of key issues, trends, sectors and challenges in the participating municipalities, as well as bottlenecks and implementation challenges related to the NUDS and EFLGF. This assessment will be based on both primary data collected through field visits, and secondary data collected through desk review of current urban policies, regulations and best practices (if any) in the priority sectors. In addition, the consultant is expected to undertake in-depth qualitative field research methods, including interviews, focus group discussions, priority mapping, and other methods as required, to ensure a robust assessment is produced. Detailed notes of consultations are expected to be taken. To support this assessment, the consultant will develop an overall methodology for quantitative and qualitative data collection will be shared and approved by GGGI in advance of field trips. The cost of field trips (travel and accommodation) to support the assessment (at least one field visit per municipality, with 5-7 municipalities expected to participate) will be borne by the consultant, as part of the consultancy fee.  

 

Deliverable 3: Draft Report on Priority Sectors. The consultant will draft a report of the priority sectors, according to a report structure to be circulated in advance and approved by GGGI. The draft report must demonstrate insight, solid quantitative and qualitative assessment, and municipality-validated and finalized priority sectors. For this, it is expected that the consultant will have undertaken consultations with municipalities, during which draft priorities will have been discussed, validated and finalized. The parameters (rationale) of prioritization will have been developed in close coordination with GGGI and determined following Deliverable 2. Overall, the draft report is to be developed in close collaboration with GGGI Nepal team and GGGI HQ, and at least two rounds of review by GGGI is expected.

 

Deliverable 4. Presentation of the Report and Final Report on Priority Sectors. The consultant will develop and deliver a presentation of the assessment and priority sectors to concerned units of the national and municipal governments and GGGI’s technical team at the workshop at the end of the year, tentatively scheduled no later than end November/ first week of December, 2017. The final report, following review by GGGI, is expected to be submitted to GGGI in advance of this workshop.

 

 

Output/Reporting Requirements/Deliverables:

 

The Consultant will report to the GGGI project manager (HQ) & to GGGI Nepal Country Team, under the overall guidance of the Green Cities Sector Lead of Investment and Policy Solutions Division (IPSD).

Qualifications/Experience/Expertise

  • Advanced degree (at least Masters) in public policy, urban planning, urban economics, environmental sciences or other relevant fields
  • At least 8 years’ relevant experience in the urban environment sector, with preference in secondary city development, and is well versed with the urban layout in Nepal, with a good network of existing organizations and stakeholders working on urban issues.
  • Strong analytical, drafting and editing skills are a prerequisite.
  • Ability to work in teams and accommodate multiple inputs and respond in a timely manner.
  • Ability to work across time zones and coordinate with a global team.
  • Demonstrated experience in policy advisory, consulting, organizing and conducting stakeholder consultations, developing green growth implementation plans for cities. Consultancy/project experience in Nepal desirable.
  • Familiarity with the Nepalese political system and have experience working with international organizations in the field.
  • Fluency in written and spoken English and Nepalese is required
