Background Information - Job-specific

UN Environment under its Green Climate Fund Readiness Programme is providing support to 9 countries with the ultimate goal of enhancing country capacity to access GCF financing. Elements under this program are operated out of the Ecosystem Division, Climate Change Adaptation Unit. The Green Climate Fund Readiness Programme supports countries to enhance their capacities to manage and implement climate change funding. This project supports the accreditation of Nationally Accredited Entities (NAEs), the development of GCF-compliant projects, and promotes knowledge sharing between the participating countries.

Functional Responsibilities

Reporting to the Head of the Climate Change Adaptation Unit, the consultant will perform the following role:

  • Support the preparation of funding agreements for project activities
  • Support the procurement of project activities
  • Design workshops and training sessions as relevant
  • Manage budgets and review the work of consultants
  • Provide input to Climate Change Adaptation Unit work

Deliverables & expectations: i).  Report on the support provided to management of knowledge sharing between countries

  •   Includes managing preparation for activities that communicate knowledge generated by the programme, this may include preparation of reports, revision of tools, organizing of workshops, etc.
ii). Report on the support provided to development of 1 GCF project
  • Includes revising GCF studies, assessments, etc. as associated with the GCF project
iii). Report on the support provided to the accreditation process of 4 NAEs
  • Includes supporting NAEs to respond to GCF inquiries, and supporting NAEs in enhancing their understanding of the GCF
iv). Report on support provided to financial management and administrative tasks of the project
  • Includes keeping proper budget records, requesting payments, organizing agreements with partners, processing contract deliverables, etc.
Ultimate result of services
  • Support the management of knowledge sharing between countries
  • Support the development of 1 GCF project
  • Support the accreditation process of 4 NAEs
  • Support the financial management and administrative tasks of the project

Education/Experience/Language requirements

  • Master’s  degree or equivalent in environmental science,  public policy, or other  related field is required, or
  • Bachelor’s degree or equivalent in combination with 2 additional years of relevant qualifying experience may be accepted in lieu of Master’s degree.

Experience

  • A minimum of 5 years of experience implementing environmental/climate change projects, including providing technical support to environmental assessments, or supporting policy development
  • A minimum of 5 years of experience implementing environmental/climate change projects, including managing contracting and budgets
  • Experience with GIS an advantage
  • Experience with United Nations policies and regulations an advantage

Languages

  • Fluency in written and oral English is required.
