Functional Responsibilities

The Associate Geospatial Information Systems Officer will carry out his/her tasks within SGITT GIS Section which aims at providing global services to support United Nations Global Service Centre  (UNGSC), field missions, UN agencies and partners

Under the overall supervision of UNOPS DFS Global Programme Manager, the incumbent will work under the Chief GIS or a designated officer and will be responsible for translating business requirements into data architecture deliverables and artifacts.  

Functional Responsibilities

Under the overall supervision of UNOPS Senior Programme Manager and the direct supervision of Chief GIS, the Associate Geospatial Information Systems Officer will be responsible for the following duties:

Within the delegated authority, the incumbent will be responsible for the following duties:

  • Participate in preparing user requirements and other technical specifications.
  • Design, development and transition of MCOP (Mission Common Operating Picture) solutions as well as related geospatial products and services in support to Situation Awareness Programme (SAP).
  • Provide a full range of technical assistance in the area of UN GeoPortal and for MCOP solutions’ operations and administration.
  • Assist in the design, development and installation of information systems.
  • Undertake analysis of well-defined modules within the system, develop enhancements and new features to existing systems; may design, implement systems as needed.
  • Undertake rigorous testing and proving of applications software.
  • Maintain assigned portions of systems, providing operational support for system's applications, analyzing and implementing systems changes/upgrades etc.
  • Ensure data security and integrity.
  • Prepare, update and maintain system's documentation and related                                        technical/procedural manuals.
  • Assist in procurement, including conducting needs assessment and benchmarks, preparing technical specifications and evaluation criteria.
  • Assist in the set-up and monitoring of software performance measures.
  • Draft training materials and conduct training sessions and demonstration of systems for users.
  • Participate with senior staff in assessing and testing new technology.
  • Provide guidance to new/junior staff as required.
  • Liaise and establish adequate communications channels with the necessary units within the UNGSC and field missions to support maintain optimal operations for applications and  services
  • Provide support and assistance in responding to requests from field missions in                deploying/configuring systems so as to conform to the standards.
  • Provide support to security incident response and management activities.
  • Provide support in the planning, implementing, operating and maintaining of security controls;
  • Provide support to draft documentation including, technical documentation, configuration and service operation manuals, project documents, presentation, and reports.
  • Perform other duties as required

Education/Experience/Language requirements

Education:

Advanced university degree (Master's degree or equivalent) electronics, technical or communication engineering, computer science or related fields. A first-level university degree in combination with an additional four (4) years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

    • A minimum of two (2) years of progressively responsible professional experience in in web and/or mobile development and programming language or related area are required.
    • Knowledge of geo-database systems, software programming languages and web technology is required. 
    • Direct working experience in United Nations (UN) geospatial information operations is an added advantage. 
    • Knowledge and experience in Geocortex platform (Workflow Design, Report design, Web and Mobile applications development) and ArcGIS platform is highly desirable.
    • Hands-on experience in developing GIS solutions using programming languages such as jQuery, Dojo, ArcGIS APIs, JavaScript, HTML 5 and/or .NET-Framework and associated development languages and scripts such as C#, ASP.NET, is desirable. 
    • Development skills on Xcode, Swift and ESRI SDK (e.g. Android SDK, iOS SDK) for mobile applications are desirable. Other programming/scripting languages e.g. Python, ActionScript and PHP are desirable.
    • Good computer skills in particular Microsoft Word, Excel and PowerPoint are required.

Languages

English and French are the working languages of the UN Secretariat. For this job opening, fluency in English (both oral and written) is required; knowledge of another UN official language is desirable.
