About the program

The Government of Papua New Guinea (PNG) has identified law and order, combating corruption and reducing violence against women as national development priorities. PNG’s strategic frameworks prioritise reducing crime and social unrest to achieve the vision of a ‘just, safe and secure society for all’ as the foundation for improving economic and social development.

The Justice Services and Stability for Development Program (JSS4D) seeks to support PNG through targeted support to PNG’s law and justice agencies, provincial governments, the Autonomous Region of Bougainville and civil society groups.

About the role

The objective of the Budget Manager is to strengthen budget and financial management systems, processes and personnel to support the JSS4D Program.

Activities of the Budget Manager include:

  • Working with the Operations Manager and the Finance Team to develop, implement and monitor efficient and effective budget and financial management systems and processes.
  • Supporting coordination with the Cardno Project Accountant and JSS4D Finance Manager to maintain an efficient and effective coding structure in line with program reporting requirements.
  • Supporting work with the Cardno Project Accountant and JSS4D Finance Manager to establish, strengthen and streamline budgeting, forecasting and expenditure reporting systems, software and processes.
  • Developing effective, efficient and user friendly tools to support accurate forecasting, tracking and reporting on program expenditure.
  • Working with Deputy Team Leaders, Advisers and the Finance Team to strengthen evidence-based budgeting, forecasting and expenditure reporting processes.
  • Working with the Finance Team, coordinating with relevant JSS4D team members to prepare expenditure forecast and subsequently track expenditure.
  • Working with the Finance Team to analyse accuracy, trends and variances in forecasted expenditure and cashflow and recommend strategies for continuous improvement of related systems and processes.
  • Working with the Finance Team to provide monthly and quarterly financial reports in line with program reporting requirements.
  • Providing capacity development and support to identified partners to strengthen financial management of and reporting on JSS4D funding.

Location
This position will be located in Port Moresby.

Remuneration

This position is a Long Term Adviser engagement. Remuneration will be in line with the Australian Government's Adviser Remuneration Framework, Long Term Adviser Monthly Rate Tables (http://dfat.gov.au/about-us/publications/Documents/adviser-remuneration-framework-2016.pdf) and will fall within the broadband Discipline Group A, Job Level 3. The remuneration at which the Adviser is engaged will be based on the successful candidate's relevant experience.
