The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC has decided to strengthen its partnerships with Germany and to deepen its policy engagement with humanitarian actors in Germany by establishing a representation office in Berlin (registered as charitable limited liability company/gGmbH). Pending approval of registration, NRC is seeking a Representative for the organisation to be the Director of NRC in Germany. NRC has already initiated the registration process, but the incoming Director will lead the work to establish an office and recruit a small core team.  NRC is seeking a senior person who will represent all of NRC towards our German partners. A proven track record in mobilising resources and advocating with impact is key.

The Director has the overall responsibility for effectively and efficiently managing NRC in Germany in building strategic partnerships, resource mobilisation , advocacy,leadership and management. 

The Director will be part of the Management Team of NRC’s Partnerships and Policy Department (PnP), which has the responsibility for three key areas of work:  (1) global donor relations; (2) global advocacy; and (3) partnerships with international agencies.  Global advocacy work is spearheaded by staff in Oslo and representation or liaison offices in Addis Ababa, Brussels, Geneva, London and Washington.  The NRC Internal Displacement Monitoring Centre (IDMC) contributes with analysis on internal displacement. 

Strategic Partnerships

The Director will be the representative of NRC towards all relevant German actors with the responsibility to strengthen the strategic partnership between NRC and key German institutions and donors through working towards mutual objectives. In this, the Director will be expected to

  1. Develop and implement an overall strategy to strengthen the strategic partnership between NRC and key German Institutions and donors;

  2. Build and maintain excellent working relationships with relevant networks of German government actors, non-governmental organisations and other potential partners;

  3. Become an active member of NGO coordination mechanisms in Germany and ensure NRC contributes in relevant humanitarian fora as a valued partner.

Resource Mobilisation

The Director will contribute directly to the support of programmes and activities of NRC by maintaining and developing strong strategic partnerships with donors.  In this, the Director will be expected to

  1. Increase secure, predictable and flexible funding from institutional partners, including the Federal Foreign Office, GiZ and KfW according to NRC targets;

  2. Improve NRC’s ability to compete for partner support by contributing to develop NRC as a high-performing partner in key areas such as measuring results, compliance, transparency and inter-agency co-ordination; and

  3. Develop NRC in Germany as a centre of excellence on German resource mobilisation for the organisation.

Advocacy

The Director will contribute to positively influencing policies with relevant German institutions to support NRC’s aim to be a courageous advocate for the protection and assistance of displaced and vulnerable people.  In this, the Director will be expected to

  1. Advocate for the principled humanitarian approach of NRC within the German humanitarian community;
  2. Develop NRC in Germany as a recognised centre of excellence within NRC on German policy engagement, in line with NRC strategies for advocacy and other NRC priorities;
  3. Be an influential participant and, where appropriate, leader of working groups or task forces that support the aims of NRC.

Leadership and Management

  1. Ensure that NRC in Germany is managed in accordance with relevant personnel policies in compliance with German rules and regulations;
  2. Be a respected leader and mentor of staff of NRC in Germany;
  3. Contribute with  expert analysis and relevant input for briefings, strategy and budget processes and reporting.

Required Competencies and Experience

The ideal person for this position will have 

  1. At least 5 years’ management experience with demonstrated ability as a respected and effective senior-level manager in a humanitarian, recovery or development context;
  2. Documented career progression due to strong leadership and management skills;
  3. Thorough knowledge of international humanitarian policy and practice;
  4. Experience working with the German NGO sector and solid understanding of German funding mechanisms, programmes, rules and regulations;
  5. Track record of results in influencing policy through advocacy;
  6. Proven ability to contribute constructively to organisational processes, including strategic programming and budget exercises;
  7. Relevant university degree or higher education;
  8. Excellent communication and interpersonal skills, with demonstrated abilities in effective networking, negotiation and representation;
  9. Highly developed analytical abilities in political and humanitarian contexts;
  10. Fluency in German and English, both written and verbal, with ability to produce written input in English that needs little or no editing; and
  11. Ability to work legally in Germany.

An existing network of relevant contacts is an advantage.
