SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

We are looking for individuals to assume critical roles at our national and provincial offices. The CCAP Officer, reporting to CCAP Provincial Manager, ensures smooth functioning of project and district activities, enables a conducive work environment for team members, sees to it that activities are in sync with budget and plans, and ensures that project outcomes and outputs are achieved. S/he will also ensure that an up-to date CCAP master database is in place and well-functioning which indicates the accuracy of the data through proper and systematic data tracking both quantitative and qualitative and to avoid the duplication and repeat entry of the data as source of project information and source of verification for M&E and a comprehensive and well-organized backup filling system both soft and hard are in place.

Qualifications & Requirements:

  • Minimum 12 grade graduated. A higher education in Business Administration    and public      administration is preferred
  • Work Experience in the region and other requirements:
  • Experience working for minimum 3 years in rural Afghanistan
  • Working knowledge of English, Dari and Pashto
  • Sound decision making and organizational skills
  • Proficiency in MS Office and database software

Main Responsibilities:

  • Develop and maintain up-to date CCAP master database to be used as source of project information and source of verification for M&E
  • Assure the accuracy of the database through proper systematic data tracking both quantitative and qualitative and to avoid the duplication and repeat entry of the data
  • Prepare and consolidate the program progress analytical report in a concise and organized manner and share with related units which will help the units for proper planning   
  • Maintain a comprehensive and well-organized backup filling system soft and hard
  • Develop and prepare data collection forms for compiling the database as required
  • Maintain an improved and well organized file management system such as C/CDCs files, official letters, meting minutes and other relevant documentations
  • Keep and maintain up-to date project photo gallery
  • Assist Provincial and District Managers during planning and reporting as requires
  • Assure adequate coordination with all CCAP stakeholders at provincial and district level and attend meetings to represent the organization
  • Prepare demands and requests for equipment and transportation, procurement and guesthouse arrangements as per project need
  • Execute administrational and logistic facilities in close coordination with the line units to provide facility to project team
  • Prepare field visit schedule for external visitors  
  • To monitor and coordinate security situation with field staff and security focal point in daily basis and share results with team and the Project Manager regularly  
  • Prepare and update the fixed asset lists of the project assets and regularly to be reconciled with the lists of inventory section
  • Regularly check the stock and make necessary arrangement of items and keep update stock report to share with the project manager and team
  • Keep records of all project expenses daily basis
  • Prepare staff Attendance report in a monthly basis with HRM requirements
  • Arrange interviews, meetings, trainings and workshops at office level
  • Be part of procurement committee
  • Technically support project units to develop methods and approaches for smooth implementation of the project
  • Travel to the field when required (at least 10% in monthly basis)
  • Compiling Monthly, Quarterly and Annually Report of CCAP Project.
  • Any other task assigned by the line supervisor
