Background

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, supports programme implementation across the Arab region in areas of economic empowerment, women´s participation and leadership, women´s peace and security, humanitarian action, ending violence against women and girls and gender responsive budgeting and planning frameworks.

Under the overall supervision of the Regional Director, the Partnerships development analyst will provide support to the overall effort to build and strengthen the collaborative efforts and partnerships with the private sector and UN women resource mobilization plan.

Duties and Responsibilities

Support Strategic Partnership Planning in the Arab Region:

  • Support the development and implementation of UN Women RO Partnership Strategy in alignment with UN Women’s mission and the Private Sector Resource Mobilization and Partnership Strategy;
  • Support UN-Women in the strategic planning and development of specific private sector fund-raising strategies and approaches;
  • Research prospective partners;
  • Coordinate UN Women’s RO relationships with key partners; provide technical inputs to senior management;
  • Provide support to partnership identification to country offices;
  • Conduct due diligence analysis for private sector partnerships.

Manage UN Women RO existing Partnerships:

  • Support UN Women’s relationships with member states. Development agencies and charitable entities;
  • Support UN Women in fund-raising and private sector development initiatives for revenue growth;
  • Cultivate new foundation and corporates partners, strengthen existing partnership relations, maximize partnership impact through partnership events, advocacy and stakeholder engagement platforms;
  • Identify new foundation prospects for possible UN Women engagement;
  • Develop and implement of differentiated, donor fundraising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts; including ensuring information in LEADs is up to date;
  • Provide technical support to the development of project proposals in line with the UN Women’s strategy and the interest of donors;
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge.

Build trust and maintain effective relationships with donors:

  • Provide technical support to the Regional Director and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Act as a direct entry point for donors, building institutional relationships;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

Coordinate the submission of high quality and timely reports to Donors:

  • Maintain systems to promote compliance with the terms of grants and agreements, across the region;
  • Provide technical support to programme managers for the preparation of high quality and timely donor reports;
  • Coordinate with the Monitoring and Reporting Specialist for the collection of information and preparation of results-based reports for external constituencies.

Provides advice and support to strengthen internal resource mobilization capacity:

  • Work in close collaboration with UN Women HQ and Advise and support UN Women Regional Office and field offices on resource mobilization procedures and guidelines as well as funding modalities;
  • Facilitate partnership and resource mobilization training to program staff and managers based in country offices including the development of tools and products, as needed;
  • Advise on the creation of UN Women regional communication products, packages and positions.

Participate in knowledge building and sharing and advocacy efforts:

  • Contribute to the development of knowledge products and mechanisms to effectively position UN Women in the region wherever possible;
  • Share knowledge and enhance organizational learning among UN Women regional and field offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Key Performance Indicators:

The post has an impact on the overall effectiveness and success of UN Women interventions and activities in the assigned sectorial/thematic areas, which impact in turn on the overall effectiveness of the UN Women programme in the RO.  By helping ensure effective design, planning, implementation, and M&E of assigned sectorial/thematic areas, and building networks and helping mobilize resources for these areas, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Required Skills and Experience

Education:

  • Master’s Degree in, International Development, Gender, Human Rights, or in other related Social Sciences.

Experience:

  • Minimum 2 years relevant experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments, preferably in the field of gender and human rights of women;
  • Prior experience in the UN System and the Region will be an asset. 

Languages:

  • Fluency in English is required, knowledge of French/Arabic an asset.
